Reporting to a Senior Civil Engineer, the Associate Civil/Mechanical Engineer is the registered professional engineer level position in the East Bay Municipal Utility District (EBMUD) engineering career advancement.
The current opening is in the Pipeline Infrastructure Division's (PID's) Pipeline Design Section. This recruitment may also be used to fill additional openings in PID. Associate Civil/Mechanical Engineers in PID work with a team of pipeline designers, engineers, and other workgroups across EBMUD to complete pipeline designs for new and replacement pipelines to be installed by EBMUD crews or by contractors.
PID is responsible for managing and implementing pipeline design projects for the installation, renewal and upgrade of EBMUD's 4,200 miles of distribution and transmission pipelines. This Associate Civil/Mechanical Engineer in the Pipeline Design Section will be responsible for managing reimbursable pipeline relocation projects, which will include conducting reviews of improvement plans to identify conflicts with EBMUD infrastructure, developing project scopes and cost estimates, and managing pipeline design projects. In addition, the selected candidate will provide pipeline design support for EBMUD facilities projects including reservoirs, pumping plants, regulators, and rate control stations. Roles will include working with a collaborative team of pipeline designers and/or engineers. There may also be opportunities to manage recycled water pipeline projects and consultant contracts.
Designing pipeline systems and appurtenances of various sizes and analyzing underground utilities which may impact the design of pipeline facilities.
Scoping and developing alternative pipeline materials, alignments, and construction methods, including trenchless installations based on site and budget considerations.
Managing capital projects for water distribution and transmission pipeline projects; preparing reports recommending priorities for system extensions, rehabilitation and upgrade projects; developing detailed project scopes, schedules, and budgets while managing projects through the design and construction process.
Preparing specifications and cost estimates for developing construction bid documents.
Reviewing and coordinating the work of outside consultants.
Negotiating with cities and counties to identify project work restrictions regarding encroachment permit conditions for underground construction, and other pipeline-related issues.
Responding to requests for changes to pipeline systems, inspecting existing facilities and proposed design sites, developing condition reports, maintaining uniform standards of design, pipeline materials, replacement methods, and project selection; incorporating criteria for new technology.
Researching pipeline technologies and tools. Preparing data on capabilities of technologies and writing memos to recommend pilot projects.
Developing pilot project plans, schedules, and budgets to test various technologies available in the pipeline industry.
Conducting pipeline asset management analyses using ArcGIS or other modelling software, considering various factors including condition, hazards, likelihood of failure and consequence of failure; creating databases and prioritization criteria to rank projects to support master planning.
Working and communicating with field staff, applicants, developers, consultants, and external agencies.
As appropriate to the assignment, the ideal candidate will demonstrate proficiency in pipeline design concepts; project management skills; experience with studying, recommending, and implementing new technologies; construction and maintenance support and start-up; oral and written communication skills; experience with designing contract bid documents for pipelines; and engineering analyses.

The salary range is $12,383 per month increasing to $13,002, $13,652, $14,335 and $15,052 after 6, 18, 30, and 42 months, respectively.

Must possess a valid California driver's license and have a satisfactory driving record. In addition, the incumbent must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties, exposure to chemicals and oxidizing agents, and maintaining a physical condition necessary for sitting, standing, climbing steep stairs and ladders, or walking for prolonged periods of time. Must be willing to work overtime as needed.
