SUMMARY OF RESPONSIBILITIES : This class is responsible for the skilled/proficient operation of motorized construction/maintenance equipment engaged in the construction/replacement/repair/maintenance of water/sewer lines, services, structures and appurtenances. Responsibilities include, but are not limited to, transporting equipment with tractor and lowboy trailer, performing skilled operation of various heavy construction and maintenance equipment including track excavator, back hoe, dozer, bush hog, sanitary sewer jet/vacuum truck/equipment and vehicles; may perform crewleader/lead worker responsibilities, as part of an assigned crew; ability to identify/document findings and generate reports used to initiate and prioritize follow up maintenance inspections. Operates under supervision of assigned Water Resources Supervisor, in accordance with established policies and procedures. Extended hours and on-call/call-back availability may be required. Work hours subject to change. Performs related work as required.
EQUIPMENT OPERATED: Motorized construction/maintenance equipment, laptop computer, vehicles, communication, and other equipment as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of safety rules, regulations, procedures, principles and practices involved in the construction, maintenance and repair of water/sewer utility lines, structures and appurtenances; good knowledge of tools/materials/equipment used in the construction/ maintenance/repair/replacement of water/sewer utility lines and related structures and appurtenances; skill in the use of hand tools/specialized equipment; skill in operating motorized construction equipment including tractor and lowboy trailer, track excavators, dozers, back hoes, bush hog, sanitary sewer jet/vacuum equipment and vehicles, etc.ability to locate/identify problems; determine remediation methods for scheduled and emergency repairs; ability to read maps/drawings and operate laptop computer; ability to prepare/maintain records; ability to communicate effectively both orally and in writing; ability to develop/maintain effective working relationships with general public, and all levels of employees.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and a minimum of two (2) years of experience in construction work which includes operating motorized construction equipment.
SPECIAL REQUIREMENTS: Functional Employment Test (FET) required. Must possess/maintain a valid North Carolina Class A (CDL) Driver’s License. When employed in W/R Construction Department (Sewer Crew Section) must also obtain a Tanker Endorsement to the Class A (CDL) Driver’s License within the specified time frame. Basic computer knowledge desired.
