Description General Description and Classification Standards
This is a senior executive leadership position responsible for overseeing the Office of Performance and Accountability (OPA) within the Department of Watershed Management (DWM). The Director II will play a pivotal role in advancing operational excellence, driving innovation, and enhancing departmental accountability. This position leads the development and execution of key performance indicators (KPIs), service level agreements (SLAs), metrics, and process improvements that align with DWM’s strategic goals. The Director II provides oversight for performance analytics, organizational effectiveness, strategic initiatives, and reporting, serving as a key advisor to executive leadership. This position also ensures that the department remains compliant with regulatory expectations while fostering a culture of continuous improvement and data-driven decision-making.
Essential Duties And Responsibilities
Lead the strategic direction and daily operations of the Office of Performance and Accountability.
Develop and monitor departmental KPIs, SLAs, dashboards, and outcome-based metrics to ensure alignment with citywide and departmental goals.
Partner with internal divisions and executive leadership to establish performance targets, measure effectiveness, and recommend course corrections.
Oversee performance audits, organizational reviews, and quality assurance evaluations across the department.
Manage reporting systems that provide real-time data analytics, trend tracking, and performance transparency.
Facilitate cross-functional initiatives to identify operational inefficiencies and implement business process improvements.
Support internal training and change management efforts to integrate performance practices across divisions.
Provide leadership on special departmental projects, benchmarking, and innovation strategies to enhance service delivery.
Collaborate with external stakeholders, city agencies, and regulatory bodies to ensure compliance and best practices.
Supervise and mentor staff, ensuring the development of high-performing teams within OPA.
Decision Making
Makes high-level decisions that impact department-wide strategies, budget allocations, staffing models, and project outcomes.
Responsible for setting operational performance policies and standards in coordination with DWM leadership.
Authorized to commit the department to strategic initiatives, programmatic changes, and resource prioritization. Leadership Provided:
Provides direct supervision and strategic guidance to senior managers, performance analysts, and project leads.
Serves as a member of DWM’s senior leadership team and advises the Commissioner’s Office on performance, policy, and accountability matters.
Knowledge, Skills, & Abilities
Deep knowledge of performance management frameworks, KPIs, SLAs, and organizational development.
Strong background in data analytics, process improvement, project management, and strategic planning.
Proficient in data visualization, performance dashboards, and business intelligence tools.
Strong leadership and interpersonal skills, including the ability to lead cross-functional teams and influence at all levels.
Exceptional written and verbal communication skills.
Ability to manage competing priorities in a fast-paced, complex environment.
Minimum Qualifications
Bachelor’s degree in public administration, Business Administration, Management, or a related field.
Minimum of 10 years of progressively responsible experience in municipal operations, strategic performance management, or public sector consulting, with at least 8 years in a managerial or leadership role.
Preferred Qualifications
Master’s degree in public administration, Business, or related field.
10+ years of experience in leading performance and accountability functions within a public-sector environment.
Experience developing and managing performance improvement programs within large, complex organizations.
Lean Six Sigma or PMP certification is a plus.
Licensure And Certifications
None required; certifications related to performance, project management, or analytics are preferred.
Work Schedule
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
