Definition: Under the general supervision of the General Manager, the Water Operations Manager oversees the operation and maintenance of the Sahuarita Water Co. LLC (SWC) public water system. This includes, but is not limited to, the management of deep-water wells, booster stations, storage tanks, distribution lines, treatment facilities, automated meter reading systems, and the SCADA control system.

•Assists the General Manager in developing water operations and maintenance (O&M) and capital improvement budgets.
•Supervises, trains, and evaluates operations and maintenance staff to ensure effective and efficient performance.
•Plans, organizes, coordinates, and oversees all operational, maintenance, repair, and replacement activities to ensure timely and high-quality execution.
•Provides field support as needed to assist with day-to-day operational tasks.
•Develops, implements, and maintains computerized maintenance and asset management systems.
•Ensures the availability and readiness of physical resources, including critical spare parts, vehicles, equipment, tools, and materials.
•Collaborates with external engineers and contractors on system improvements, and repairs
•Participates in and coordinates after-hours and on-call system coverage as required.
•Promotes and ensures excellence in customer service across all operations.
•Performs other related duties as assigned to support overall utility operations.
Supervision Exercised: Supervises SWC water system O&M personnel, temporary operations employees, and supplemental labor.
Knowledge, Skills, Abilities and Other Characteristics:
•Extensive knowledge of water distribution and treatment systems, including equipment, facilities, and processes used in public water supply operations.
•Knowledge of ADOSH and OSHA safety standards and associated recordkeeping requirements.
•Proficient in pipe installation, connections, hot tapping, and repairs, including selection and operation of related materials and equipment.
•Knowledge of temporary traffic control practices, as well as road cut and repair procedures.
•Strong supervisory skills in managing operations and maintenance personnel.
•Effective verbal and written communication skills.
•Proficient in the use of Microsoft and Excel
•Skilled in building and maintaining collaborative relationships with regulatory agencies, customers, contractors, the public, and other stakeholders.
•Competent in hazard identification and in training others on appropriate safety precautions.
•Strong organizational skills with the ability to plan, prioritize, and manage multiple tasks.
•Ability to represent the department in meetings and provide relevant, informed feedback to management.
•Capable of assessing emergency situations and making prompt, sound decisions under pressure.
•Demonstrated ability to work effectively as part of a team.
Qualifications:
Minimum of five (5) years of experience in the construction, operation, maintenance, and repair of public water systems, including at least two (2) years in a supervisory role.
Special Requirements:
· Possession of minimum Arizona Department of Environmental Quality (ADEQ) Grade III Distribution and Grade II Water Treatment Plant Operator Certification
· Valid driver’s license required for performance of job-related duties.
