OPERATIONS DEPARTMENT


APPRENTICE LINEMAN


OBJECTIVES:

To perform efficient construction, operations, and maintenance work on de-energized lines; to become familiar with and trained in basic line work practices; and to perform work on energized lines as specified.

PAY CLASSIFICATION:


Non-exempt (position is eligible for OT).


ESSENTIAL FUNCTIONS:

The following activities, when performed by an Apprentice Lineman, shall be done with the understanding that the presence of the Apprentice Lineman on an energized circuit demands very close supervision by the Operations Supervisor or a qualified Lead Lineman, until such time as the Apprentice Lineman demonstrates safe and efficient performance of these activities.

Installs and makes repairs on energized or de-energized distribution and transmission lines in accordance with specifications.
Performs routine line maintenance, transformer change-outs, and bypasses equipment as necessary.
Remedies trouble on outage calls by making decisions on the most effective and safe method of restoring service.
Recognizes conditions detrimental to system operations and corrects or reports such conditions promptly.
Installs and/or operates oil circuit reclosers, sectionalizers, and air break switches.
Installs overhead and underground connections.
Makes single- and multi-phase transformer installations and connections.
Performs switching operations according to Warren RECC's current Lockout/Tagout procedures under the guidance of the System Control Center.
Restores operation of substations as necessary.
Installs and maintains outdoor lighting systems.
Inspects assigned tools, vehicles, and protective equipment before each use and recommends replacement when necessary.
Identifies and works to contain oil spills or environmental hazards and reports to the Supervisor or District Manager.
Investigates current thefts and documents facts concerning such incidents
Trims and cuts right-of-way as necessary.
Works according to safety rules and policies adopted by Warren RECC, is responsible for own safety, and reports all incidents to supervisor.
Complies with traffic laws, regulations, and safe practices while operating any company vehicle.

JOB SPECIFICATIONS


POSITION: Apprentice Lineman


EDUCATION

High school graduate or equivalent. Must be willing to complete all courses of Apprentice Lineman Training as required by Warren RECC.


EXPERIENCE

One year as a general laborer or equivalent preferred. Knowledge of cooperative programs helpful.


KNOWLEDGE

Should have a working knowledge of construction, operations, and maintenance of electric distribution lines, both overhead and underground, including installation of meters, transformers, voltage regulators, capacitors, sectionalizers, and oil circuit reclosers; substation operation; and switching orders. Must be willing to develop knowledge of system and feeds and be able to use the mapping system effectively. Must develop a sound knowledge of the proper and safe use of tools and equipment used in line construction maintenance, of both energized and de-energized. Must have knowledge of pole top and bucket/self-rescue and have successfully completed First Aid and CPR courses. Should attend courses relating to area of work.


ABILITIES AND SKILLS

Must be able to become skilled in underground and overhead line operation, pole climbing, operation of line construction equipment and using line worker tools while working on the ground, on a pole, and from a bucket truck. Must develop skills to properly and safely work energized conductors of all voltages. Should be skilled in all work requirements concerning the safe and proper installation of materials, apparatus, and equipment used in construction and maintenance of distribution lines. Must have skills to access records on an electronic device quickly and efficiently. Must be able to read and interpret system maps. Must have a Kentucky-issued Class A Commercial Driver's License (CDL) or be able to obtain one within 180 days of employment.


WORKING CONDITIONS

Must be able to perform outside work in all kinds of weather. Some heavy lifting is required. Must be able to perform standby duty and work overtime as required. Must be willing to work on different crews and in other districts as needed.


RESIDENCY REQUIREMENTS:

This position requires the employee to reside either within a 30-minute drive, in compliance with all driving laws and regulations, or no more than 30 miles from the home base work location. If an employee does not meet this criteria, they will have at least 160 calendar days to relocate to an area that complies with the established Warren RECC Policy and Procedure (403 and 403.1) residency requirements


PHYSICAL:

Heavy work requiring frequent physical activity, which includes walking, bending, and frequent lifting up to 50 lbs., occasional lifting in excess of 50 lbs., climbing, kneeling, reaching, stooping, crawling, pushing, pulling, and working in awkward positions. Frequently climbs poles and is exposed to the risk of high precarious places up to 55 feet or more, installing line materials and equipment such as transformers, reclosers, cutouts, insulators, etc. Majority of time spent outdoors. Exposure to varying temperature conditions including cold below 32 degrees and heat above 100 degrees.

First Year: Must have successfully completed Part I (Basic Electricity and Climbing Lab) of the Apprentice Lineman Training Program and shown aptitude to continue program. Must have also completed one year of field experience.

Second Year: Must have successfully completed Part II (Fundamentals of Alternating Current and Construction Lab) of the Apprentice Lineman Training Program and shown aptitude to continue program. Must have also completed two years of field experience.

Third Year: Must have successfully completed Parts III (Basic Skills and Operations Lab) and IV (Advanced Skills) of the Apprentice Lineman Training Program and shown aptitude to continue program. Must have completed three years of field experience.

Fourth Year: Must have successfully completed the Apprentice Lineman Training Program. Must have also completed four years of field experience.

When the above requirements are met, an Apprentice Lineman may be promoted to Lineman, Step 1.

NOTE: An Apprentice Lineman may be permitted to complete correspondence and lab courses in advance of the required schedule. The field experience necessary for successful completion of the program will require an Apprentice Lineman to spend four years in the program before becoming a Lineman.
