JOB DESCRIPTION
Summary/Objective
Responsible for coordinating utility locating activities to ensure accurate, safe, and efficient locating and marking of the cooperative's underground utilities, including electric and fiber lines, in accordance with SC811 guidelines. This position oversees the daily operations of utility locators, ensures compliance with state and federal regulations, and serves as the primary liaison between the cooperative and SC811.
Essential Functions

- Coordinate and schedule locating activities by assigning locate tickets, scheduling field personnel, and prioritizing requests to ensure timely completion in compliance with regulations and service standards.
- Receive, review, and process SC811 locate tickets, ensuring accurate information is transmitted to field personnel.
- Monitor field performance, verify accuracy of locate markings, and ensure adherence to safety and compliance standards.
- Provide technical support, training, and guidance to utility locators.
- Maintain detailed and organized records of locate activities, completion times, and damage reports.
- Investigate facility damage incurred through excavation activities.
- Identify and report system mapping discrepancies, such as missing, outdated, or inaccurate facility data, to appropriate personnel for review, correction and ensure GIS and system maps remain accurate and up to date.
- Ensure SC811 maps are updated to reflect the expansion of electric and fiber service areas.
- Engage with SC811 regarding map products, regulation compliance, and corporate performance analytics.

Supervisory Responsibility
This position supervises utility locator employees.
Work Environment
While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions; extreme cold; extreme heat; confined space; risk of electrical shock; explosives. The noise level in the work environment is moderate to loud. Works around trenchers, line trucks, live wires, oils spills and clean up, pole top rescue, etc. This role uses standard office equipment such as computers, phones, and copiers.
Physical Demands
The employee will be required to walk or stand, use hands, fingers to handle, or feel, and reach with hands and arms, climb or balance; stoop, kneel crouch or crawl. The employee is regularly required to talk or hear. The employee must occasionally lift and/or move up to 100 pounds.
Travel
Regular travel to state and local destinations, as well as some interstate travel is required.
Required Education and Experience
- High school diploma with additional specialized training in underground utility locating.
- Five years of more experience in underground electric and/or fiber utility locating, construction, or related field.
- Exceptional knowledge of utility locating equipment, GPS tools, and SC811 ticket management systems.
- Demonstrated supervisory ability.
- Bachelor's or Associate degree plus three years related experience; or equivalent combination of education, experience, and training.
- Working knowledge of GIS systems, including creating, updating, and interpreting digital maps, and utilizing GIS software tools.
- Specialized training or experience in updating GIS locate models and developing ESRI field tools.
- Supervisory coursework and/or relevant supervisory experience.
- Knowledge of the electric utility industry.
- Familiarity with the cooperative's service area.
- Valid driver's license.
- Ability to distinguish colors.
- SC Notary Public commission or eligible to obtain within six months of employment.
- Legal authorization to work in the United States.
