Hourly/Full Time/Bi-Weekly/Non-Exempt

NATURE OF WORK

This is skilled technical and professional field work and office work.

Employees in this class follow complex routines in the performance of a variety of construction observation, testing, drafting, reporting, surveying, specification compliance review, locating, and other varied assignments. Assignments are received with general instructions. Employee is expected to have good understanding of water and sewer infrastructure construction and be able to enforce Board's standard specifications and inspect installations with custom specifications and drawings. Reports to the Chief Construction Inspector.

ESSENTIAL DUTIES AND RESPONSIBILITIES To Include The Following

Inspects construction and testing of water and sewer infrastructure for compliance with Board's Standard Specifications and Board's Rules and Regulations.

Works as a team and assists project engineers as required.

Locates and marks Board's water mains and sanitary sewer force mains using pipe locators. Locates and marks Board's gravity sewer mains.

Inspects installation of backflow preventers for compliance with Board's Backflow Prevention Policy and the Board's Standard Specifications.

Inspects repair activities associated with failures of existing infrastructure.

Inspects trenchless sanitary sewer rehabilitation projects including Cured in Place Pipe and Pipe Bursting.

Performs QC activities for Board's water and sewer system maps.

Pulls measurements for new water main construction in detail for incorporation into Board's water system maps.

Writes reports related to daily activities and close-out activities, or as otherwise necessary.

Inspects highway bores and railroad bores and coordinates construction activities with appropriate authorities.

Inspects pump station construction, testing, and start-up activities.

Monitors and approves pressure testing of new water mains and coordinates disinfection of water mains prior to putting them in service.

Monitors and approves testing of sanitary sewer lines to include, air testing and deflection testing.

Inspects manhole construction and testing.

Reviews as built drawings of subdivision gravity sewer installations for compliance with the Board's Standard Specifications.

Performs surveying activities related to elevation measurement especially direct leveling.

Collects GPS points with provided equipment.

Performs quality control of records updates in GIS and maps associated with new infrastructure to be maintained by the Board.

Enforces the Rules and Regulations and the Standard Specifications of the Water and Sewer Board.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES To Include The Following

Performs related work as assigned.

Requirements Of Work

Knowledge of engineering and construction principles and practices applied to the location, design, testing, inspection, and construction of water and sanitary sewer mains and appurtenances (i.e. - line and grade, staking, legal description interpretation, etc.).

Ability to read and interpret applicable civil engineering plans, maps, and specifications.

Ability to obtain compliance from contractors with the Standard Specifications and Rules and Regulations of the Water and Sewer Board.

Ability to communicate effectively with fellow employees, supervisors, plumbers, the general public, and other contractor employees encountered during the normal course of work.

Skill in the operation of standard surveying instruments and other engineering instruments and equipment.

Knowledge of Microsoft Office software and ability to learn and use software packages like Arcview, CAD, or others as necessary to support the essential duties.

Ability to perform drafting operations in the preparation of diagrams of new water and sanitary sewer infrastructure.

Ability to utilize line locating equipment and use sound judgment to accurately locate underground water and sewer lines and other infrastructure.

Required Training And Experience

Graduation from a (4) four-year college with a degree, or will graduate within the next 9 months with a (4) four-year college degree, in one of the following fields: Building Construction, Building Science, Civil Engineering, or some related field including courses in mathematics, science, surveying, construction methods and techniques, construction and materials specifications, and mechanical drawing; or a minimum of 15 years' experience in water and sanitary sewer construction, surveying, locating, and inspection and at least 5 of the 15 years is supervisory experience.

Valid current driver's license and be insurable by the Board's insurance carrier.

Must obtain Water Grade I and Wastewater Grade I certifications from ADEM within 18 months of being hired.

Physical Abilities

To remove manhole covers, open, and climb in and out of sanitary sewer manholes or other structures for inspections purposes.

To traverse large project sites, on foot, in ambient weather, and on irregular surfaces as required.

To climb ladders, descend and crawl into confined spaces.

To traverse long distances with location equipment, surveying equipment, or as otherwise necessary on paved or unimproved, uneven surfaces in ambient weather to locate or survey water and sewer infrastructure.

WORK ENVIRONMENT

A majority of this work will be performed at various constructions sites, City streets, and operating locations in the local area. A smaller portion of this work will be performed in an office setting.
