Position Summary:
S Thomas Construction, LLC is a growing subcontractor specializing in commercial earthwork and underground utility installation throughout the Houston area. We are seeking a full-time, experienced Underground Utility Estimator to join our team. This individual will be responsible for managing the full estimating cycle—ranging from opportunity identification and quantity take-offs to preparing comprehensive and competitive bids.
The Underground Utility Estimator will report directly to the Senior Estimator, who will provide supervision to ensure accurate and effective bidding. The ideal candidate will have hands-on experience in heavy civil construction, particularly with utility and earthwork scopes in the Houston area. Prior relationships with General Contractors are preferred but not required.

Key Responsibilities:
Pre-Construction & Bid Preparation:
•Work under the direction of the Senior Estimator to evaluate new bid opportunities and identify potential projects.
•Review project plans, drawings, and bid specifications to determine the full scope of work and deliverables.
•Attend pre-bid meetings and perform field reviews to verify jobsite conditions and project constraints.
•Perform detailed quantity take-offs for underground utilities (water, sewer, storm), earthwork, and related scopes.
•Solicit and evaluate subcontractor and supplier pricing to ensure competitiveness and completeness.
•Estimate labor, materials, equipment, and subcontract costs using industry-standard production rates.
•Input take-offs and pricing into estimating software platforms accurately and efficiently.
Collaboration & Communication:
•Collaborate with Field Superintendents to validate productivity assumptions and equipment requirements.
•Submit RFIs and clarifications to General Contractors during the bidding process.
•Ensure full subcontractor and vendor coverage across all scopes by maintaining ongoing communication.
•Distribute addenda and bid updates to all relevant subcontractors and suppliers.
Post-Bid & Project Handoff:
•Participate in detailed bid reviews with the Senior Estimator to validate accuracy and strategy.
•Assist in the development of value engineering proposals when requested by GCs.
•Help transition awarded projects to Project Management through bid-to-budget handoffs.
•Track and analyze historical costs to support future estimating efforts and improve bid accuracy.
Ongoing Development & Management:
•Maintain and expand databases of qualified subcontractors, suppliers, and pricing resources.
•Develop and strengthen working relationships with GCs, and vendors.
•Help prepare subcontractor bid packages and ensure proper bid coverage on bid day.
•If applicable, supervise and mentor junior estimating staff under guidance of the Senior Estimator.
•Complete other tasks as assigned in support of estimating or preconstruction goals.
Qualifications:
•Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or equivalent experience.
•3–5+ years of experience estimating underground utilities and civil projects, preferably in Houston.
•Proficient with estimating software such as HCSS HeavyBid, Bluebeam, PlanSwift or similar platforms.
•Strong understanding of construction and engineering principles related to earthwork and underground utilities.
•Proficient in Microsoft Office Suite (Excel, Word, Outlook)—especially Excel for cost analysis and bid preparation.
•Excellent attention to detail, time management, and analytical skills.
•Strong interpersonal and communication skills (both written and verbal).
•Team player with a positive, solutions-focused attitude.
•Ability to work in a fast-paced, deadline-driven environment.
