SUMMARY: Under the general supervision of the Manager, Transmission & Distribution Planning, the Transmission Planning Engineer develops long-range transmission plans in compliance with NERC Standards, provides system operating support, performs complex system studies including power flow, transient stability, short-circuit, contingency analysis, generation dispatch, and others to determine the feasibility of interconnections, planned transmission upgrades, generation additions, facilities necessary to accommodate Southwest Power Pool (SPP) transmission service requests, generation interconnection requests, and others as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following: Other duties may be assigned. Conduct system planning studies, including power flow and short-circuit studies, using seasonal models from the present day extending many years into the future. These studies assess system conditions under both normal and contingency scenarios to identify any potential System Operating Limits (SOL) violations, and they develop corrective action plans or operating procedures to ensure compliance with NERC standards. Perform real-time studies as required to maintain SOL compliance with NERC standards at the request of operations personnel. Maintain working knowledge of the technical environment and governing regulations, including NERC and SPP Criteria. Develops company work plans (both long-range and construction) to ensure the continued supply of quality power to our customers. These work plans will include necessary additions and upgrades to the WFEC transmission system to meet regional reliability needs defined as defined by SPP and WFEC's own reliability criteria established by our board. Provide project justifications for submittals to the Rural Utilities Services (RUS) to seek their approval. Participate in SPP advisory, task forces, and working groups. Write technical reports, user manuals, processes, and guidelines. Provide technical support to WFEC staff and customers in the areas of transmission planning and operation. Create and maintain system data that is used by PSSE, ASPEN, One-Liner, and other software tools used for system studies. Update the SPP modeling database as changes occur in the WFEC system. Involved in all aspects of SPP's Integrated Transmission Planning process. Respond to customer requests to determine the feasibility of increasing their power consumption, studying these conditions to understand their impact on the WFEC system (line overloading and voltage excursions). Support budget estimates for all projects considered or planned over the budget horizon. Stay updated on and integrate new technologies, such as smart grid solutions, renewable energy sources, and energy storage systems, into transmission planning.

Education and Experience:

Transmission Planning Engineer I - ($87,097 - $135,089): A Bachelor's degree in Electrical (preferred), Civil or Mechanical Engineering or a related field is required. Entry level electrical engineer who assists higher classifications or more experienced engineers in work pertaining to long-range transmission plans, system studies of interconnection feasibility, transmission upgrades, and generation expansion to accommodate SPP transmission service requests and generation interconnection requests. Assists with technical issues, engineering information, reporting, and modeling, as well as transmission system planning, including load/zone and baseline reliability studies. Develops positive communication and productive relationships with fellow employees, industry contacts, member cooperatives and WFEC management.

Transmission Planning Engineer II - ($96,064 - $150,571): A Bachelor's degree in Electrical (preferred), Civil, or Mechanical Engineering or a related field and a minimum of two (2) years of qualifying engineering experience in an electric utility environment. Develops long-range transmission plans, system studies of interconnection feasibility, transmission upgrades, and generation expansion to accommodate SPP transmission service requests and generation interconnection requests. Serves as point of contact for technical issues, engineering information, reporting, and modeling. Assists transmission system planning, including load/zone and baseline reliability studies. Develops and maintains positive communication and productive relationships with fellow employees, industry contacts, member cooperatives and WFEC management.

Transmission Planning Engineer III - ($105,442 - $167,018): A Bachelor's degree in Electrical (preferred), Civil, or Mechanical Engineering or a related field and five (5) years of qualifying experience, of which three (3) years must be engineering experience in an electrical utility environment. Develops long-range transmission plans, system studies of interconnection feasibility, transmission upgrades, and generation expansion to accommodate SPP transmission service requests and generation interconnection requests. Serves as point of contact for technical issues, engineering information, reporting, and modeling. Assists transmission system planning, including load/zone and baseline reliability studies. Develops and maintains positive communication and productive relationships with fellow employees, industry contacts, member cooperatives and WFEC management.

Senior Transmission Planning Engineer - ($115,218 - $184,440): A Bachelor's degree in Electrical (preferred), Civil, or Mechanical Engineering or related field, certification as a Professional Engineer (P.E.), and eight (8) years of professional engineering experience, of which three (3) years must be engineering experience in an electric utility environment. Top technical engineering position without supervisory responsibility. Provides professional engineering support in development of long-range transmission plans, system studies of interconnection feasibility, transmission upgrades, and generation expansion to accommodate SPP transmission service requests and generation interconnection requests. Serves as subject matter expert for technical issues, engineering information, reporting, and modeling. Performs transmission system planning, including load/zone and baseline reliability studies. Functions as a staff specialist in application of advanced theories, concepts, principles and processes. Serves as the technical expert on engineering planning and reliability matters, assisting other individuals and departments in the accomplishment of their duties.

Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of employees, managers, clients, customers, and the general public.

Math Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry, trigonometry, calculus and differential equations. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: Working knowledge of applicable computer programming languages related to electrical engineering such as PSS/E, Milsoft, and Aspen. Proficient at operating personal computers using Microsoft Office Suite.

CERTIFICATES, LICENSES, REGISTRATIONS: This position requires a current driver's license. A P.E. is required for employment at the Senior Level.

WORK SCHEDULE REQUIREMENTS: This position may require overtime and travel on short notice.
