About This Job

Experienced Terminal Operator assists the Terminal Manager and/or Lead Operators (Managers) to operate a bulk storage facility which includes 8 product tanks, a truck rack, rail rack, a main office building and access to the Port of Anchorage Valve Yard (POAVY). This position has a broad range of responsibilities and, under the general direction of the Managers, will serve as a front-line supervisor to ensure the safe and efficient movement of aviation-grade fuel, ultra-low sulfur diesel fuels and gasoline into and out of the facility. Administrative responsibilities include assisting the Managers in the planning, budgeting, documenting, assessing and improving of site operations. Experienced Terminal Operator will be expected to work a shift type schedule which includes rotating day and night shifts.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

Demonstrate advanced proficiency with industry best practices for petroleum terminal operations, providing mentorship, guidance, and training to junior staff, while effectively troubleshooting complex operational issues and coordinating routine maintenance activities to sustain optimal terminal performance.
Assist Managers to ensure the safe, compliant and efficient performance of terminal operations and maintenance activities in accordance with Company standards and regulatory guidelines.
Ensure the safety of self, employees and contractors and respond to system emergencies.
Assist Managers to supervise, direct and train workforce to company and regulatory requirements.
Maintain strong interpersonal, oral/written communication skills, and computer literacy.
Collaborate with other team members and take direction from the Mangers, as needed.
Work with minimal supervision.
Maintain strong planning, inventory management and organization skills.
Knowledge of specifications, quality assurance and petroleum measurement procedures for all Company products.
Assists with barge cargo load planning & management and product transfers via rail cars.
Understand pipeline & piping components (i.e. valves, pumps, gauges) and the ability to maintain/repair this equipment as needed.
Understand the operation, of above ground storage tanks and cathodic protection systems.
Identify and implement process improvements as directed.
Know and provide consistent guidance for company policies, procedures and directives.
Know and provide consistent guidance for the security responsibilities for the site. Acts as the alternate Facility Security Officer (FSO) and assumes the FSO responsibilities in the absence of the Managers.
Know and provide direction to ensure compliance with local, state and federal environmental regulations and permits, including State required Contingency and Storm Water Pollution Prevention Plans, United States Coast Guard (USCG) Facility Response Plans (FRP) and Federal Railroad Administration (FRA) regulations.
Understand and assist in maintaining procedures for the prevention and response strategies for land and on-water spills. Acts as the alternate Facility Spill Supervisor (FSS) and assumes the FSS responsibilities in the absence of the Manager.
Understand Incident Command Structure and response and assumes the Incident Commander responsibilities in the absence of the Manager.


SUPERVISORY RESPONSIBILITIES

Carry out front-line supervisor responsibilities in accordance with the organization's policies and applicable laws. Supervise other operators within the department as directed by the Managers. Responsibilities include assisting the Managers as directed with interviewing, hiring, disciplining, coaching and training, addressing and resolving employee concerns, planning, assigning, directing work and assessing job performance.

EDUCATION and/or EXPERIENCE

High School Diploma or Equivalent; secondary training in a skilled trade (i.e., mechanical, electrical, instrumentation, electronic, equipment operator) is desirable.
Minimum of two years of experience in the petroleum pipeline and/or bulk fuel terminal operations, or equivalent, is preferred.
Minimum of two years of supervisory experience is preferred.
Valid Driver's license without restrictions.
Current TWIC or ability to qualify for TWIC.
HAZWOPER certified.
Confined space work experience.
Equipment operating experience (i.e., loader, bobcat, forklift, man-lift, & vac truck).
Skilled in mechanical maintenance as related to petroleum storage and shipping facilities preferred.
Awareness of electronics and electrical equipment associated with pipeline operations preferred.
Strong knowledge of regulations as applicable to pipeline and terminal operations preferred.
Strong knowledge of petroleum liquids measurement and Petro Star, Inc. specific fuels preferred.
Commercial Driver's License preferred.


LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.


MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

The employee must have the ability to climb tanks up to 50 feet utilizing stairs, ladders and platforms and perform their job at those heights. Specific vision abilities required by this job includes the ability to adjust focus.

The work environment consists of a variety of settings including a busy office/control room, maintenance shop, truck rack, tank farm, and dock facility. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft.
