The Safety & Emergency Response Technician reports directly to the Health and Safety Supervisor. This position will be approximately 80% safety and 20% emergency response. This position, under general supervision, supports and implements programs, policies, procedures and processes in support of FLNG’s Health and Safety strategies, including but not limited to:
- Emergency planning,
- Emergency response,
- Industrial hygiene assessments,
- Accident prevention,
- Investigations,
- Root cause analysis,
- Safety compliance issues,
- Aspects of safety management systems,
- Process safety,
- Behavior based safety process,
- Safety self-assessments
- Contractor safety, and;
- Assist with other general safety, health tasks.
This position will be based at the Terminal Facility, LQF or PTF, with frequent travel to off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.
- Manage all safety related documents.
- Perform process safety related reviews/audits. (HazID, HazOp, Alarm Rationalization, PSSR)
- Provide oversight for contractor safety.
- Conduct safety training sessions as necessary; schedule & facilitate sessions with internal and external instructors.
- Source additional safety material and/or make suggestions on new safety topics/initiatives.
- Assist in annual safety training needs analysis.
- Conduct field audits of active work permits.
- Audit and maintain completed work permits’ for designated time for regulatory compliance.
- Conduct observations and feedback as part of our BBS process.
- Conduct inspections of FLNG facilities operations and maintenance activities relative to OSHA Standards and other regulatory agencies.
- Consult with company management to confirm safety program objectives are identified and met.
- Develop proficient knowledge of the various regulations and laws applicable to all FLNG facilities and be able to explain them to management.
- Perform root cause analysis for assigned incident investigations.
- Produce and maintain Safety and HSSE records and reports as required by governmental agencies and FLNG.
- Stay well-informed of changes in laws and regulations that impact the safety program and recommend changes needed for compliance.
- Proactively and continuously improve HSE and other site related training.
- Assist in the execution of Industrial Hygiene exposure assessments and sampling plans.
- Work closely with all personnel to impact and influence the FLNG HSE Safety culture.

- Maintains the level and type of certification(s) consistent with performing assigned tasks (Rescue, Haz-Mat, Firefighting, Medical)
- Serve as the Field Commander during the initial response to on-site emergencies
- Must successfully pass skills evaluation and complete competency-based field training
- Provide shift preparedness training and drills
- Train IRT in the proper ways to respond to emergencies across each shift
- Ensure that maximum emergency preparedness is in place
- Support the Emergency Management Superintendent in the development of emergency preplans for future emergencies
- Assessing current programs and policies to determine areas that need to be improved within emergency response
- Support the Emergency Management Superintendent in coordinating efforts between different agencies
- Inspect emergency response equipment (SCBA’s, Bunker Gear, Mobile Equipment, etc.)
- Review plans put in place by various organizations (CAER, Brazoria Co., Industry) in the area to ensure they are able to support FLNG emergencies as they arise.
- Perform monthly and annual fire extinguisher inspections, foam inspections, fire cabinet inspections and various other assigned inspections
- Either possess or have the ability to possess and maintain a minimum of an EMT-B certification
- Maintains thorough familiarity with treatment protocols, response requirements and facility procedures
- Maintains the level and type of certification(s) consistent with performing assigned tasks
- Respond to facility personnel emergencies
- Coordinate the response to the on-site medical emergency
- Provide emergency medical care using approved medical protocols
- Coordinate patient care with Control Room and offsite medical resources
- Support Operations with material condition walk-downs, hazards reviews and permit audits on nights and weekends
- Operates a company vehicle in accordance with company policy and safe practices
- Ensures that response vehicles / equipment remains in a state of readiness in terms of mechanical reliability, medical supply and equipment, cleanliness and appearance standards
- This position may be required to work a rotating 12-hour shift
- High School Diploma or GED Equivalent, Minimum
- Two (2) plus years of experience in a health and safety role, and one (1) plus years of Emergency Response experience, or Three (3) plus years of experience in operating/maintaining an LNG, NGL, refinery, off-shore oil, or chemical plant.
- Associates Degree or higher with a preference for a degree in Health and Safety, Emergency Response, or other closely related field
- Three (3) plus years of experience in a health and safety role and Two (2) plus years of experience in an Emergency Response role in an industrial environment, or Five (5) plus years of experience in operating/maintaining an LNG, NGL, refinery, off-shore oil, or chemical plant
- Ability to become familiar with LNG specific regulations in short order
- Successfully attend, complete, and pass all job-related trainings/classes
- Proficient use of computers, including Word, Excel, PowerPoint, SAP and Outlook
- Demonstrated working knowledge of safety regulations and emergency response practices
- Process Safety knowledge base and experience
- Possess the skills and abilities to safely and efficiently lead others during an emergency response scenario
- Strong interpersonal, written and verbal communication skills
- Demonstrated ability to deliver results within a team environment
- Must be able to interface with and influence the Terminal Management Team and all personnel

HSE Roles and Responsibilities
Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.
- May be required to wear respiratory protective equipment. Must be able to wear all necessary PPE equipment to perform job functions.
- Operates within an industrial plant environment.
- Exposure to indoor and outdoor weather conditions.
- Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid or windy weather conditions.
