This position will assist and manage Chugach’s telecommunications (Telecomm) engineering, capital and operational project portfolio. The System Engineer will collaborate with the Telecomm division by providing technical expertise of current projects. Additionally, this position will develop and implement improvements to operations, to provide efficiency to current status while maintaining communication with stakeholders and commercial customers.
- Develop and manage the long-term Telecomm infrastructure plan.
- Design, implement and manage integrated Telecomm systems, including fiber optics, microwave, land mobile radio, unified communications and physical security systems.
- Develop and review contract specifics and bid packages, including engineering, design and installation.
- Assist with engineering analysis and troubleshooting for the system operations.
- Monitor and review performance of Telecomm systems and recommend improvements or maintenance.
- Maintain project documentation and records, providing status reporting.
- Coordinate with departments and vendors to review alignment with technical services, control center, production, and member services.
- Assist in preparation and tracking of department capital and operating budgets.
- Support commercial Telecomm activities, including microwave leasing and inter-utility communication planning.
- Manage project and system compliance with regulatory agencies (FCC, FAA and RRC).
- Maintain documentation of Telecomm systems, standards and project specifications.

- Current knowledge of electric utility control and communication infrastructure design, installation and maintenance.
- Current knowledge of Telecomm hardware, software, network protocols and test equipment.
- Effective problem solving, analytical and project management skills.
- Knowledge of OSHA standards and demonstrated experience to safe construction practices.
- Demonstrated ability to communicate clearly, orally, and in writing.
- Proven ability to be self-motivated and able to work independently with little supervision.
- Ability to expedite work while maintaining necessary standards. The ability to balance multiple priorities and make necessary decisions promptly.
- Proficient in software applications such as AutoCAD, Microsoft Office, computerized work management system and project management tools.
- Demonstrated ability to organize workflow, manage multiple priorities, and effectively utilize resources.This position does not have any supervisory responsibility.
Work is performed in a standard office environment; some work may be performed in the field in varying weather conditions. Flights in fixed winged aircraft and helicopters may be required. Occasional travel is required to job sites.
Bachelor’s degree in electrical, electronics, or communications engineering or related discipline, required.
Two (2) years’ progressively responsible experience in telecommunications, required. Experience working in a union environment, preferred.
Additional experience in electric utility control, communication infrastructure design, telecommunications or related fields may be substituted for the required education on a year for year basis.
