OVERVIEW:

The Supervisor, Protection & Control provides leadership to a team of protection and control engineers and technical personnel responsible for engineering, designing, testing, commissioning, and operating protection and control systems within NOVEC’s electrical power system. This role ensures reliable and secure operation of substations, distribution, and transmission protective systems. The supervisor is responsible for evaluating the performance of the assigned team to ensure they meet goals and objectives while providing guidance, support, and proactively initiating measures to address poor performance. Assists the protection and controls team in developing solutions to complex technical challenges. Represents and articulates NOVEC’s position on matters related to the electric distribution infrastructure at public hearings, community gatherings and before regulatory bodies. Leads the effort of communicating technical and design information to NOVEC’s customers and consultants. Performs the duties and fulfills the responsibilities of the department manager in the manager’s absence.

The selected candidate will be eligible to work a hybrid work schedule after successfully completing an on-site introductory period (typically 6 months).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Oversee the design, installation, and commissioning of protective relays and control schemes.
Coordinates and approves engineering design of new protection and control schemes and upgrades of existing substations.
Monitors, develops, and approves construction and commissioning specifications and field engineering activities to ensure adherence to protection and control design plans.
Responsible for supervising a staff of design engineers and other related technical professionals. Responsible for performance management, goal setting, and personnel development. Evaluates the performance and development of direct reports throughout the year and provides constructive feedback as needed.
Ensures the entire protection and controls team is knowledgeable and adheres to company policies, safety rules, and terms and conditions under which NOVEC provides electric service.
Drives business results within the Substation Engineering Department by monitoring Key Performance Indicators. Acts independently to identify issues and take the needed actions to improve results.
Coordinate with engineering, project management, operations, and construction teams to ensure project deadlines and quality standards are met.
Change agent. Keep up with new software & workflow processes. Model the adoption and usage of these resources and influence team members to embrace and accept change.
Continually seek to identify and minimize areas of risk and/or waste.
Assists in preparing long-range and short-range work plans, by establishing goals for engineering and operations functions, minimizing customer outage time, reducing system losses, lowering system operating and maintenance costs, and ensuring efficient operations.
Understand RUS work plan and construction borrowing and loan requirements.
Provides guidance and direction for professional communication with internal and external stakeholders.
Assists in prescreening and selecting bidders and directs engineers in performing bid analysis.
Lead large, technical projects and programs as assigned by the Manager, System Engineering.
Develops, evaluates, and maintains standards, guidelines, best practices and policies needed for developing engineering designs and system analyses.
Guides protection and control engineers in analyzing power outages and other electrical system disturbances using information obtained from SCADA reports, protective device operation readings, and field inspections in preparing recommendations for system improvements.
Leads investigations of protection system misoperations or electrical faults.
Recommends and implement corrective actions based on root cause analysis.
Participate in developing the System Engineering Department labor, training, and operating budgets. Maintain cost control for assigned budgets.
Works continually towards self-development to stay current on protection and control design, operation, and electrical engineering procedures and practices. Attends utility conferences and NOVEC sponsored events to increase industry knowledge, network with utility peers, and market NOVEC.
Performs other duties as assigned.


REQUIRED EDUCATION AND EXPERIENCE:

Bachelor's degree in Electrical Engineering or related field from an accredited institution is required.
A Master’s degree in Electrical Engineering from an accredited institution is preferred.
A Professional Engineer License with five to seven years of experience in design, construction, and operation of electrical substations

OR

10+ years of directly related experience in the utility industry (including substations) without a Professional Engineer License


SKILLS & ABILITIES:

Demonstrated ability to function independently in a multi-task environment, as well as part of a team.
Demonstrated knowledge of company policies, procedures, and applicable federal, state, and local laws.
Demonstrated knowledge of generally accepted accounting principles and mathematical skills.
Demonstrated proficiency with general computer operation, CAD, and Microsoft Office applications.
Demonstrated ability to communicate effectively and efficiently with internal NOVEC employees, NOVEC customers, government entities, and developers.
Demonstrated ability to anticipate and meet rapidly changing customer and business needs by quickly refocusing and realigning strategic and operational direction.
Demonstrated ability to think ahead and plan over a short and long-term focus.
Demonstrated knowledge of advanced techniques, engineering theories, principles, and practices.
Knowledge of substation engineering, design, operation, construction standards, guidelines, and system construction schemes.
Technical knowledge and expertise recognized by external companies, consultants, standards organizations, educational institutions, or professional societies.
Demonstrated ability to analyze and comprehend all substation construction requirements
Demonstrated knowledge of electrical system requirements. Ability to provide consulting services to other departments.
Demonstrated ability to develop various specifications and contracts. Ability to develop specifications and interpret adherence to specifications.
Demonstrated ability to reason analytically and relate theoretical concepts to practical needs. Ability to design economical and practical system improvements.
Demonstrated ability to organize and delegate work assignments to meet departmental goals.
Demonstrated knowledge of system protection theory and application.
