Overview

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities. Â The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Valley Water is a public agency with a capital budget of $964 million, and approx. 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

Key Responsibilities Include, But Are Not Limited To

Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
Provides advice to personnel on procurement and contracting issues.
Oversee the development, preparation and negotiation of complex contract proposals, competitive/non-competitive consultants, and service contracts.
Assure that Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other processes are conducted consistent with policy, laws, and regulations.
Evaluates proposals and determines responsiveness and responsibility of proposals.
Collaborate with management and legal staff on the development of RFP, contract, and addendum boilerplate language.
Monitors, revises, and enforces District procurement policies and procedures.
Ensures that the District RFP and contract documents comply with the requirements of funding agencies for usage of grant funds.
Ensures timely procurement practices and leads contract process improvements.
Prepares reports, memorandums, and presentations on procurement program or contract issues.
Oversees contract administration system, manages contracts work project list, and forecasts procurement requirements.
Implements best practices in contract management practices, procedures, and policies.
Manage, lead, assign, develop and mentor staff engaged in contract administration activities.Â

Ideal Experience

6+ years of experience in public procurement and contract management, or a closely related field in the public-sector environment, including high value contract administration activities for professional services including either one year in experience planning, organizing, coordinating, and directing various project or programs, or serving as the Valley Water recognized subject matter expert or advisor in the assigned program area.
3+ years of increasingly responsible supervisory experience of staff is preferred.

Develop negotiation strategies and negotiate complex contracts.

Develop, implement, and interpret goals, objectives, policies, procedures, work standards, and internal controls.
Interpret and effectively use management information reports.
Select, supervise, train, motivate, assign, evaluate, counsel, and discipline staff.
Understand, interpret, and apply laws, rules, regulations, policies, and procedures.
Prepare, control, and apply statistical analysis to facilitate procurement forecasting.
Communicate effectively, both verbally and in writing.
Meets customer needs in terms of cost, quality, and timeliness and promotes positive customer and vendor relations.
Integrates a wholistic customer service and solutions-oriented approach to work with internal customers and stakeholders.
Effectively address and manage contract non-compliance and disputes.
Efficiently and effectively use technology and resources to improve project workflow and process improvements for contract management.


Ideal Knowledge

Theories, principals, and practices of contract administration for public agencies.
Familiarity with Public Contact Code (PCC), Government Code (GOV), or Public Utility Code (PUC) or demonstrate experience with federal laws such as Federal Acquisition Regulation (FAR)..Â
Procurement of professional services requiring specific licensure, including architectural and engineering services.
Principles and techniques of budget preparation and program and personnel management.
Principles and practices of supervision, training, and constructive discipline.
Contract cost analysis, negotiations, and contract development.
Accounting principles and practices


Ideal Training and Education

Bachelor's degree in business or public administration or closely related field.Â

Purchasing & Consultant Contracts Services Unit (Position Code 103)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

The selection process may include one or more of the following: application review, application assessment, performance exercise, written exercise and/or interview.
