Overview
The Sr. Regulatory Policy Specialist is responsible for contributing to the development, communication, and monitoring of Company positions on and responses to regulatory, legislative, and public policy issues at the federal level; primarily, in the areas of industry structure, retail and wholesale markets, transmission rates, reliability compliance and related programs. The position requires expertise in regulatory policies, procedures and rate tariffs, PJM markets experience, as well as strong analytical, and written and oral communication skills. This position supports the development and maintenance of one or more PPL Corporation utility Operating Company subsidiary interactions and relationships with regulatory agencies, RTO/ISOs, and other stakeholders. The ability to simultaneously manage multiple assignments and build collaborative relationships with internal and external stakeholders is imperative.
This position will report in person on a hybrid schedule to one of PPL's offices located in Allentown, PA
Responsibilities
•Experience monitoring, analyzing, designing or implementing PJM’s capacity (RPM), energy, and ancillary services markets
•Monitors, analyzes and communicates regulatory and legislative developments, including specific business activities, initiatives and public policy trends, to identify potential risks and opportunities to PPL’s customers and shareowners.
•Assists in the development of strategies, both proactive and reactive, to influence the outcome of regulatory, legislative and public policy initiatives and proceedings.
•Assists in the formulation of policy and actionable programs in anticipation of regulatory and legislative requirements.
•Attends regulatory agency hearings and conferences and RTO stakeholder meetings to monitor issues relating to PPL and provides information and testimony as appropriate.
•Collaborates with legal, transmission, and regulatory colleagues to identify opportunities and ensure compliance.
•Prepares and assists in the development and preparation of reports, position papers, presentations, and other communications to internal audiences, including senior management, to explain regulatory, legislative, and public policy developments, their implications, and recommend courses of action.
•Prepares and assists in the development and preparation of communications to influential external audiences in order to elicit a desired outcome on regulatory and legislative issues.
•Participates as a representative of the Company in discussions and meetings with regulators, legislators, RTOs, industry associations, and other stakeholders regarding the business implications of regulatory, legislative, and public policy developments.
•Develops testimony and responses to information and data requests in the context of formal proceedings.
•Ability to communicate effectively with both technical and non-technical audiences.
•Works independently with guidance on only the most complex tasks, must be flexible and able to prioritize issues.
•Physical presence in the office/on-site to engage in face-to-face interaction and coordination of work among subject matter expert colleagues. Travel as directed by supervisor is required to attend RTO and other industry meetings, trainings, and events.
•May be assigned an emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

Qualifications
Basic Qualfications
•Bachelor's Degree in Business, Economics, Finance, Engineering, Political Science or related field.
•5+ years Experience working in any combination of utility rates, regulatory, legal, contract management or utility client/customer relations.
•3+ years Experience in supervision or with project management responsibility.
•Experience monitoring, designing, analyzing, or implementing PJM wholesale markets
•Demonstrated experience researching and developing responses to regulatory initiatives and proceedings.
•Demonstrated knowledge and experience with federal regulatory functions and/or RTO tariffs.
•Demonstrated ability to analyze complex financial, regulatory, and/or business situations and develop creative solutions.
•Demonstrated ability to present issues, insights, results, and recommendations to key internal and external stakeholders.
•Demonstrated ability to lead multidisciplinary teams and interact across all levels of internal management and external stakeholders.
•Demonstrated strong oral and written communication skills necessary to the constructive exchange of routine and non-routine information, including the use of tact and persuasion as appropriate.
•Demonstrated proficiency in MS Office products and in using the internet to perform research.
•Demonstrated planning and organizational skills attuned to anticipating the needs of internal and external audiences.
Preferred Qualifications
•Law Degree or advanced degree in business, economics or related field.
•Experience in commercial energy markets and trading, and risk management
•Experience working in the transmission business
•Knowledge of FERC regulations and relevant statutory provisions.
•Experience working directly with PJM, ISO-New England or other Regional Transmission Organization.
•Management or other team-leadership experience.
