Primary Purpose
PRIMARY PURPOSE OF POSITION
Reporting locations can be: Mays Landing, Newark DE, Northeast District MD, Harrington, and (DC- Benning and Edison Place).
Develop and implement quality assurance programs, plans, procedures, and instructions. Collaborate with contractors and internal Bargaining Unit Construction crews to develop and implement quality assurance programs, procedures, and instructions. Ensure the focus and attainment of business goals and objectives. Foster an environment that promotes diversity and high productivity. Implement processes to ensure appropriate criteria are utilized when monitoring, employ consistency in performing observations, and deliver feedback and coaching in both behavioral and technical skills. Identify trends and recommend as well as drive improvement initiatives.
Position may require extended hours during storms or other energy delivery emergencies.
Primary Duties
PRIMARY DUTIES AND ACCOUNTABILITIES•Quality Assurance and Control Group Development: Oversee the development and implementation of the Quality Assurance and Control group in alignment with business initiatives set forth by various groups including Distribution Contracting, T&S/General Services Contracting, Locating/Landscaping, Internal BU Craft, and Vegetation Management. Provide consultation and recommendations to the Company and other business units/customers based on Quality Inspection Reports. (20%)
•Strategic Initiatives: Provide short- and long-term strategic initiatives designed to ensure the highest levels of customer service to achieve PHI reliability and customer satisfaction goals. Ensure quality assurance programs are effective and value-added. Complete observations and audits, identify trends and issues, and formulate strategic training and qualification plans. (20%)
•High-Performance Culture: Develop and maintain an environment that fosters a high-performance culture and a learning organization. Promote diversity and inclusion within the QA/QC team, serve as a change agent for business initiatives, and ensure the human element is understood and considered. Recognize employee contributions timely. Interface with other PHI departments and represent the company regarding Construction Quality issues. (20%)
•Performance Feedback: Provide accurate and timely feedback regarding performance and operations. Conduct Performance Review Planning processes. Facilitate open and honest communication with staff and regional leadership regarding construction deviations and their timely repair. Develop methods to assess communication effectiveness and implement continuous improvement initiatives. (20%)
Job Scope
JOB SCOPE
•Monitor the construction of OH Distribution, URD, Gas, Transmission, and Substation work to ensure safety and quality standards are met or exceeded.
•Serve as the support group lead for all Internal CM & Contracted CM groups in the area of safety and quality. Develop and ensure the implementation of quality assurance programs. Collaborate with Vice Presidents, Directors, Managers, Employees, and Contractor Management Teams. Make routine and strategic decisions in collaboration with PHI Leadership.
Minimum Qualifications
MINIMUM QUALIFICATIONS
•Bachelor's degree in engineering or business and 4-7 years' experience in the Quality Assurance / Quality Control fields OR high school diploma and 6-9 years' experience in the Quality Assurance / Quality Control fields required
•4 years' experience in Civil or Electrical construction.
•Two (2) years' experience in auditing programs, particularly Quality Assurance (QA) programs.
•Two (2) years' experience developing procedures, especially QA procedures.
•Excellent oral and written skills.
•Ability to interact with all levels of Exelon Energy Delivery organization.
•Valid driver's license with access to insured vehicle.
•Proven ability to resolve issues independently.
•Demonstrated analytical skills.
•Ability to develop performance indicators and appropriate analysis.
•Demonstrated ability to build consensus, establish trust, communicate effectively, and foster culture change.
•Demonstrated business acumen, customer awareness and ability to create value.
•Computer literacy, particularly in Microsoft office.

•Bachelor's degree in engineering or closely related discipline.
•ISO 9000, ANSI N45.2.23, or comparable certifications.

•Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $84,000.00/Yr. – $115,500.00/Yr.
