The Sr. Manager, Development Services manages the planning, design, construction, and administration of extensions of water and sewer lines from WSSC Water’s existing system to its future customers. The manager is also responsible for the management of the permitting process that includes front line public interface for permitting annually generating $25-50M in revenue. This includes the review and issuance of all plumbing, gas-fitting and house connection applications, collection of related fees and charges, and review and processing of all commercial and industrial onsite plans, service connection submittals, and applicant-built engineering and construction packages.
Essential Functions
•Manages the permitting process generating $25-50M in annual revenue
•Oversees the review and approval of developer /contractor engineering designs for water and sewer systems
•Oversees hydraulic analysis utilizing complex engineering software for proposed changes and additions to water/sewer systems
•Manages the design of water and sewer mains for single family homes and health hazards
•Interfaces with outside agencies and their constituents to foster open communications and assures coordinated development of WSSC Water policies, processes and procedures
•Works with plumbers, developers, other public agencies and engineers to foster the upgrade and quality of their water and sewer work; acts as WSSC Water liaison with the Maryland National Capital Building Industry Association (MNCBIA)
•Provides quality control for all engineering design review work and auditable revenue transactions at the permit counter
•Directs and/or supports execution of WSSC Water strategic priority Initiatives (critical objectives)
•Annually prepares, justifies and administers the Division’s capital and operating budget
•Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
•Drives a vehicle to conduct WSSC Water business
Other Functions
•Procures and manages consulting firms, as needed
•Represents WSSC Water at meetings, conventions, and other forums to promote and accomplish agency objectives
•Serves as Acting Chief of Engineering & Construction, when so designated
•Performs other related duties, as assigned

Required Knowledge, Skills, And Abilities
•Knowledge of the principles of civil or environmental engineering, the land development process, sewer and hydraulic modeling, cost and financial controls
•Demonstrated effectiveness in internal and external verbal and written communication and reporting
•Ability to provide leadership within a complex organizational structure, implement continuous process improvement, foster team building and goal assessment strategies, monitor and assess financial controls, prepare and monitor an operating budget
•Considerable working knowledge of industry standards such as Ten States, AWWA, WEF, International Plumbing Code, and NFPA
Minimum Education, Experience Requirements
•Bachelor’s degree and 10+ years’ engineering experience, including:
+ 5+ years experience in the areas of water and sewer design, construction, utility operations and/ or maintenance
+ 3+ years management experience that includes employee supervision
