Position Summary::
Leads the design and implementation of GIS solutions, ensuring data accuracy and system performance. This role mentors team members, supports collaboration, and integrates GIS technologies across the organization, while driving innovation and managing key projects.
Criteria:
Education & Experience:
Bachelor’s degree in GIS, geography, computer science, geoscience, surveying, engineering, or a related field and minimum three years’ experience administering ArcGIS Enterprise. Experience in the utility and/or telecom industry is preferred but not required.

Excellent customer relations and communication skills. Strong organizational and critical thinking skills. Ability to work both independently and in a team-oriented, collaborative environment. Ability to gather requirements, create documentation, train individuals, analyze data, and write reports. Ability to think logically in solving problems. Skilled in relational databases and writing advanced SQL queries. Proficiency in Python is preferred. Experience with ArcGIS online suite of tools required.
Certifications/Licenses:
Arc GIS Pro Professional Certificate within 12 months of employment
Physical Demands:
The ability to use a computer keyboard effectively. The ability to communicate orally. The ability to see and read printed material.
Work Environment:
Primarily indoor office conditions but may require field work while gathering requirements or analyzing processes.
Driving:
Must have and maintain a valid Tennessee Class “D” license.
Telephone:
Must maintain an operating telephone and provide the number to his/her supervisor.
Essential Functions:•Identifies and defines complex business needs. Identifies opportunities for improvement and develops the business plan.
•Determines requirements using interviews, document analysis, surveys, site visits, business process descriptions, user stories, scenarios, and workflow analysis.
•Consults with subject matter experts, technical experts, end users and other stakeholders to gather information about functions, features, data requirements, input requirements, output requirements, and interfaces with other systems.
•Evaluates information gathered from multiple sources, reconciles conflicts, segments high-level information into details, and abstracts up from low-level information to a general understanding.
•Assesses solutions to ensure that goals are met and requirements are satisfied, including preparation and assessment of request for proposal responses, internal designs, and manual procedures. Defines acceptance criteria, identifies defects, and defines and validates corrective actions.
•Analyzes spatial data to support decision-making and solve potential or existing issues.
•Oversees GIS projects, ensuring they meet standards and regulations.
•Designs and implements GIS software and applications.
•Provides training for end-users.
•Serves as the main point of contact for vendor activities related to GIS initiatives.
•Guides the GIS software lifecycle and informs management about relevant dependencies.
•Strong understanding of cartography and spatial analysis techniques.
•Develops and support web GIS and BI applications using Microsoft Power BI, Esri Experience Builder, Dashboards, Story Maps, Hub, Field Maps and Survey123 within ArcGIS Online platform
•Manages and maintain GIS databases, ensuring data accuracy and accessibility
•Provides leadership to team members and peers by collaborating with others, articulating ideas and viewpoints to Senior Management, peers, and others, identifying and initiating projects, managing resources, driving the resolution of issues, and holding self and team accountable for results.
•Supervises junior level GIS analysts
•Leads or participates in multiple projects by completing and updating project documentation, managing project scope, adjusting schedules when necessary, determining daily priorities, and ensuring efficient and on-time delivery of project tasks and milestones.
•Develops and delivers presentations to senior level stakeholders.
•Ability to analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes.
•Understands and negotiates needs and expectations of multiple stakeholders.
•Acquires knowledge of existing systems and makes recommendations to enhance or consolidate existing solution
•Demonstrates up-to-date expertise in GIS and applies this to the development, execution, and improvement of action plans by providing advice and guidance to others in the application of information and best practices.
•Maintains current knowledge of relevant technology, skills, and applications. Participates in professional development activities as appropriate.
