Position Highlights

BC Hydro is an energy conservation leader among North American utilities, implementing a large portfolio of programs and

initiatives that encourage customers to conserve electricity and use it more efficiently. The Evaluation and Quality

Management Department in our Conservation and Energy Management Evaluation Business Unit is responsible for the

evaluation of all energy management initiatives in our service territory, including programs, conservation rates, and

government codes and standards. The Department also undertakes research to better understand the market for energy

consuming products and to profile the energy use habits of BC Hydro customers. Our expanding team includes one

manager, eight senior level employees, and one consultant with expertise in engineering, statistics, economics, survey

research, social sciences, and project management.

The Department’s work is challenging and complex, involving a variety of internal clients with different and evolving needs.

We carry extensive primary research and have an associated need to anticipate data requirements far in advance through

detailed planning. Evaluation projects typically require several months to complete, have numerous dependencies, and are

subjected to a thorough oversight process. The work output plays a critical role in maintaining stakeholder confidence in the

veracity of BC Hydro’s reported results from energy management initiatives, and evaluation reports are often examined by

our regulator and public interveners.

The Evaluation Department has access to rich and extensive data to support its work, including interval and monthly

electricity consumption data for all customers, results of measurement and verification studies for individual energy

conservation projects at BC Hydro customer sites, results of dedicated surveys, and data on customer account

characteristics.


What you'll do

Designs and executes complex research studies to evaluate the effectiveness and impact of BC Hydro’s energy


management programs and initiatives.

Contributes to the planning of future evaluation projects by identifying appropriate methodologies, anticipating data


requirements, and documenting robust research designs.

Prepares and integrates large, complex datasets from multiple sources—including interval metering data—to support


rigorous analysis.

Conducts advanced quantitative analyses using engineering estimates, statistical modeling, regression analysis, and


extrapolation of measurement and verification (M&V) data.

Performs literature reviews and documentation scans to identify researchable questions, inform evaluation design, and


stay current with best practices.

Develops clear, comprehensive evaluation reports and presentations that communicate complex methodologies, data

sources, and findings to support regulatory filings and DSM planning.

Engages internal and external stakeholders to gather feedback on evaluation findings, ensuring transparency, relevance,


and alignment with strategic objectives.

Maintains deep knowledge of energy program evaluation practices and emerging trends, contributing to continuous


improvement and innovation in evaluation approaches.

Collaborates closely with team leads, fellow evaluators, program managers, and external partners in a dynamic, cross-


functional team environment.

Leads and manages evaluation projects from initiation through completion, including scoping, scheduling, resource

coordination, and stakeholder engagement, ensuring timely delivery of high-quality results aligned with organizational

priorities.

Provides technical guidance and collaborates with internal stakeholders—including senior managers, program leads, and

audit staff—throughout the evaluation lifecycle to ensure methodological rigor, resolve issues proactively, and meet internal

audit and quality assurance requirements.

Develops, evaluates, implements, tests, and communicates complex new or revised quality assurance policies, briefs,

standards, systems, and other documents setting out procedures and documentation requirements for energy management

programs and initiatives.

Researches, prepares, presents, and acts as an expert advocate for quality assurance solutions to management, working

groups or committees; explains recommendations and guides clients to adopt the most prudent and efficient solutions.


What you bring

Degree in mechanical, electrical, or integrated engineering (or similar discipline). Graduate degree is preferred.


Certificates such as Project Management Professional (PMP) and Risk Management Professional (RMP) would be an


asset.

8 years of experience in the conduct of complex analyses with a high level of expertise, including experience with report

preparation and presentation of results. Experience with applied research would be an asset.

Broad technical knowledge of energy end-uses in the residential, commercial, or industrial sector.


Strong knowledge of statistical concepts and familiarity with multivariate regression analysis and stratified sampling


techniques.

Expert knowledge of Excel is required.


Strong programming skills in SAS and Python.


Knowledge of program evaluation methods and energy conservation programs would be an asset.


Strong written and verbal communication skills. Ability to communicate complex technical concepts to technical and non-


technical audiences.

Strong project management skills to handle complex evaluation projects.


Strong teamwork skills and professionalism. Ability to work well in a team environment, learn from colleagues, and adapt


to change.

Ability to apply ingenuity to develop creative solutions to complex analytical problems.


Demonstrates integrity by being trustworthy, open, and courageous.
