The ideal candidate for this position will possess the education, experience, and familiarity with best practices related to project management, engineering project design and construction, and the use of project management software, preferably Trimble Unity Construct; be proficient in reviewing data and developing trend analysis for capital improvement projects; demonstrate the ability to oversee, coordinate, and review the work of professional and technical personnel; have experience in preparing and reviewing engineering specifications and details, technical reports, and studies in order to make data-based decisions; and exhibit the skills needed to develop strong relationships within the division and among key stakeholders within the organization to foster a culture of individual ownership, supporting team goals as well as effecting change.
The ideal candidate will also possess a valid certificate of registration as a Professional Engineer issued by the State of Nevada (required) while a valid certification as a Project Management Professional issued by the Project Management Institute, or the ability to obtain such certification is preferred.

Under general direction, supervises and participates in the conduct of complex engineering projects, engineering analyses; research, planning and design for a variety of waterworks capital construction planning and/or maintenance programs; plans and directs the work of professional and technical staff; and performs related duties as assigned.
Principles and practices of civil and hydraulic engineering as applied to water utility engineering; modern methods and techniques used in the design and construction of a wide variety of waterworks capital projects, including surveying, hydraulics, mechanics and stress analysis; modern developments, current literature, and sources of information regarding the assigned area of engineering and/or water resources; applicable laws and regulatory codes related to development and construction of waterworks infrastructure; principles of supervision, training and performance evaluation.
Make complex engineering computations and check, review and design plans and specifications for a wide variety of waterworks capital projects; conduct independent project engineering; manage contracted engineering firms; identify needs and assignments and exercise judgment in carrying them out; use a personal computer for hydraulic modeling, spreadsheet and word processing applications; communicate clearly and concisely, orally and in writing; supervise, train and evaluate professional and technical subordinates.
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from a four-year college or university with a degree in civil engineering; and eight years of professional engineering experience, including experience in public waterworks design and construction, with at least three years of experience at the level of the District’s Civil Engineer class; or an equivalent combination of training and experience.
A valid certificate of registration as a Professional Engineer issued by the State of Nevada, or the ability to obtain this certificate within one year of employment.
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
