Description
Position Summary:
Supporting the CFO, Controller, and Finance/Accounting departments, the Budget and Financial Planning Analyst will develop financial models and analysis tools to help the Cooperative make informed decisions about specific financial projects and investments, develop budgets, and monitor overall financial health.
Responsibilities and Essential Functions:
•Responsible for developing the annual operating, payroll & benefit, capital, power resource & access and broadband budgets involving significant collaboration with department staff and leaders.
•Conduct thorough monthly review and analysis of the budgets and provide updated projections throughout the year.
•Accountable for developing and maintaining 10-year financial forecasts to ensure NHEC maintains a strong financial position by integrating business/industry assumption design, operating assumption design, and reporting economic analysis/studies.
•Perform monthly financial reviews, projections, and provide analytical support to VPs and managers.
•Provide ad hoc analysis on critical projects as requested by VP of Financial Services/CFO and other department leaders.
•Manage relationships with lenders to ensure mortgage covenant compliance and ensure adequate sources of long-term financing and liquidity.
•Build and maintain relationship with credit rating agency for annual rating review by providing financial and analytical data for the annual review to ensure NHEC maintains a strong rating result. Participate in an annual call to update financial performance and future projects.
•Regularly analyze and manage post-retirement benefits plan: annual review of actuarial valuation, analysis of health care trends, and projection of eligible employees. Make recommendation to the Trustees on the portfolio investment return.
•Review and prepare annual property tax filings for submittal to DRA and municipalities.
•Ownership of property tax bill review and approval for NHEC’s service territory. Ensure that tax bills are paid timely. File for tax abatements when appropriate and initiate further remediation actions as necessary.
•Assess the proper valuation and taxation of the NHEC’s assets and recalculate/forecast the Cooperative’s annual property tax budget expense.
•Manage balances and utilization of lines of credit and letters of credit.
•Develop and maintain a debt management plan to maintain the Cooperative’s financial goals to ensure a strong financial position.
•Responsible for the management of the long-term debt portfolio by actively monitoring financial market conditions.
•Make recommendations to VP of Financial Services/CFO when appropriate for long term debt advances or repricing debt maturities.
•Optimize the Cooperative’s cost of borrowing by maximizing return and limiting investment risk and borrowing costs by monitoring offers from other utility lenders and
•providing market updates.
•Prepare analysis and make recommendations as needed.
•Monitor financial assurance with ISO-NE and other organizations.
•Conducts thorough analysis of business cases to recommend the best outcome for NHEC and develop monitoring reports for company-initiated projects.
•Assist in the external audit process by providing required schedules and support the Controller in the review of the external audit.
•Provide financial advice to the Controller and reviews and validates the corporate tax return.
•Oversight of regulatory compliance with the New Hampshire Public Utilities Commission and accounting standards (GAAP, FASB, FERC, etc.) and stay up to date on changes in regulations affecting NHEC.
•Support NHEC’s strategic and cultural goals through Balanced Scorecard objectives, performance assessments, and safety improvements.
•Supports the cultural goals of NHEC by exhibiting self-leadership, developing, and maintaining effective working relationships, being innovative, and seeking feedback.

Required Education and Experience:
•Bachelor’s degree in business administration or accounting.
•Skilled in the areas of organizing, planning, directing, controlling, and supervising.
•10+ years of required experience in developing financial models, budgets, variance reports, and forecasts.
•Able to analyze and interpret complex financial information.
•Conversant with the disciplines of data processing and information systems.
•Demonstrated familiarity with the principles of forecasting, budgeting, and cash management.
•Must have a strong understanding of generally accepted accounting principles.
•Ability to effectively communicate verbally and in writing.
•Must be capable of meeting established NHEC goals through development and implementation of policies, practices, and procedures.
Preferred Education and Experience:
•Master’s degree in finance/accounting or Master of Business Administration
•Additional training in financial management, data processing, and internal auditing.
•Utility accounting experience

Working Conditions:
Normal office conditions, occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload, however on-site office work in the Plymouth, NH area will be required.
Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings.

The targeted salary range for this position is $121,900 - $138,700 with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
