We are looking for a Specialist, Permitting to join our Centerra Corporate team who will support and coordinate the execution of permitting activities across all BC operations. This is a remote position out of Vancouver, BC, with travel to site required, however we are also open to considering candidates located throughout Western Canada.
Reporting directly to the Senior Manager, Permitting, Reclamation & Closure, the Specialist, Permitting will prepare regulatory submissions, work closely with consultants, operational teams, and technical teams, including the support of mine plan and closure design, baseline collection programs, and technical study development. The ideal candidate has experience in technical work used for the development of permit applications, an understanding of BC regulatory processes, and strong organizational and strategic thinking skills.
Your responsibilities will include, but are not limited to:
- Support the planning, development, and execution of permitting strategies, coordinating with internal teams and external consultants, for major mine expansions, operational permitting, and greenfield projects for all Centerra’s BC operations.
- Review feasibility study work providing insights on regulatory requirements and timelines.
- Provide input and guidance into key strategic priorities required to acquire major mine permits.
- Support the development and execution of baseline collection programs with a focus on ensuring the data requirements and timeline of permit applications are met.
- Support the development and execution of environmental and engineering technical study work with a focus on ensuring the design requirements and timeline of permit applications are met.
- Support the development and regulatory review process for permit applications, and other regulatory submissions, with a focus on ensuring authorizations are acquired within operational constraints.
- Track progress on deliverables associated with the execution of the permitting strategies, ensuring timelines, scope, and quality standards are met.
- Support the design and implementation of research programs related to water management, tailings facilities, and closure planning as they relate to permitting requirements.
- Maintain and update permitting registers and key limit tables, ensuring scope and term of all authorizations are tracked and considered in permitting strategies; as well as communicated to internal stakeholders.
- Prepare materials and summaries to support communication with regulators, Indigenous groups, community stakeholders, and internal decision-makers.
- Monitor regulatory changes and assess potential impacts on permitting strategies.
- Support the review of annual environmental and engineering reports, identifying key issues relevant to permitting strategies.
- Build and maintain effective working relationships with regulators, consultants, Indigenous groups, community stakeholders, and internal stakeholders.
- Other related duties as assigned.
The following will be critical to successfully performing this role:
- Bachelor’s degree in environmental science, environmental engineering or related degree.
- 4-6 years of experience in technical work used for the development of permit applications and regulatory processes, experience in Mining may be an asset.
- Experience with environmental or technical baseline studies, environmental and social impact assessments, mine and closure planning and design, environmental and engineering technical studies, and consultation.
- Experience preparing regulatory applications such as Notices of Work, Environmental Assessment Certificate (EAC) amendments, Mines Act (MA) and Environmental Management Act (EMA) permit amendments, completing Notice of Departure self-assessments, Water Sustainability Act (WSA) authorizations, Road Use Permits (RUP) and Special Use Permits (SUP), Bypass notifications, Occupant Licences to cut (OLTC’s), etc.
- Knowledge of Federal permitting processes such as review under the Impact Assessment Act, amendments to Schedule 2 of the Metal and Diamond Mining Effluent Regulations (MDMER), and Fisheries Act Authorizations.
- Strong communication skills, with the ability to translate technical content into clear regulatory documents and presentations.
- Proven ability to work collaboratively in multidisciplinary teams.
- Detail-oriented with strong organizational and project coordination skills.
- Excellent interpersonal skills; ability to build relationships with diverse individuals and exhibits strong influencing skills.
- Able to implement strategies and actions within deadlines and/or lead consultants to complete tasks as required.
- Ability to solve complex problems and ensure consultant and site teams achieve corporate permitting and closure objectives.
- Excellent writing, communication, organization, and time management skills.
- Advanced experience within MS Office, including MS Projects.
