BOONE COUNTY REGIONAL SEWER DISTRICT SENIOR WASTWATER/EQUIPMENT OPERATOR:

Under general supervision of the Operations Manager, operates heavy equipment to clean, maintain and repair the collection system, including lines and lift stations; mows grass and maintains buildings and grounds, operates and maintains assigned treatment plants, lagoons and lift stations; monitors operations, tests effluent, and makes operating adjustments; diagnoses problems and makes repairs to operating pumps, motors, blowers and related equipment.

ESSENTIAL JOB FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills and other characteristics. Incumbents may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

Operates a wide range of vehicles and motorized equipment, including backhoe, tractor, jet truck, dump truck, TV truck and mowers to maintain the collection system, lift stations, buildings and grounds; digs out sewer mains to allow access for repairs.

Inspects, repairs and maintains the wastewater collection system; locates water, sewer and storm drains; flushes and repairs wastewater mains and force mains; detects and repairs leaks; repairs manholes; makes sewer taps.

Makes repairs at lagoons; assists plant operators with equipment repairs, as required; assists in pulling and replacing pumps and motors at lagoons and treatment plants.

Maintains buildings and grounds; repairs damaged fences and constructs new fences, including woven wire, chain link and privacy fences; repairs and paints buildings; repairs and replaces roofing; mows grounds at all facilities.

Hauls sludge and services septic tanks with tanker truck.

Operates assigned treatment plants on a daily basis; ensures that treatment plant facilities are operating properly and within design specifications; observes operating conditions and interprets meter and gauge readings; takes water samples and checks test results, reviews test results with supervisor and adjusts process controls as directed.

Monitors assigned lagoons on a weekly cycle; collects wastewater samples; performs laboratory tests and records test results; maintains and repairs aerators in lagoons.

Performs preventive maintenance on all plant equipment; maintains treatment plant motors, blowers and pumps; maintains electrical supply, distribution, controls and surge protection; makes repairs as directed.

Identifies operating problems; makes repairs in place, where possible; pulls equipment and sends to service for major repairs; replaces equipment out-for-service and ensures consistent and safe operation of plant facilities.

Performs laboratory tests on wastewater samples; records test results and maintains logs.

Observes all safety policies and procedures in performing work, including those related to equipment operations, trenching and confined space entry.

Maintains various maintenance and service records and reports, including daily operations, line maintenance, emergency service and facility repair.


Responds to emergency callouts; performs emergency digs.

Uses hand and power tools, such as concrete saws, jack hammers and air compressors to clear brush and debris, dig holes and ditches, and repair and maintain sewer lines.

Responds to one-call requests; responds to questions and complaints from the public on work projects.

Transports equipment and materials to and from work sites.

Provides direction to summer mowing crew, as required.


Performs manual labor as needed.


Performs other related duties as assigned.


REQUIRED KNOWLEDGE AND SKILLS:


Knowledge of District policies and procedures.

Knowledge of practices and standards related to operations and maintenance of light and heavy equipment.


Knowledge of wastewater collection systems maintenance procedures.

Knowledge of established safety rules and regulations related to the operations and maintenance of heavy equipment, and of hand and power tools.

Skill in operating medium and heavy motorized equipment in a safe and effective manner.

Knowledge of practices and standards related to operations and maintenance of treatment plant facilities.

Knowledge of wastewater collection systems operations, including gravity and pressure systems.

Knowledge of standards, practices and codes related to operation and maintenance of electrical, mechanical and plumbing systems, including single and three phase electrical circuits and controls.

Knowledge of safety standards and procedures related to the operations and maintenance of treatment facilities.

Skill in evaluating treatment systems to ensure that operations are within the design specifications of different facilities.

Skill in reading meters and gauges, and in interpreting findings.

Skill in taking samples, conducting laboratory tests, recording test information, compiling regular reports and identifying problems.

Skill in understanding and following oral and written instructions

Skill in organizing and prioritizing work to meet established schedules and operating requirements.

Skill in using hand tools, such as electric drills, air drills and hand wrenches, and test equipment associated with wastewater treatment.


Skill in carpentry, welding and metalworking.

Skill in establishing and maintaining good working relationships with co-workers and the public.

Skill in communicating effectively, both orally and in writing.


Skill in maintaining accurate records and reports.


EDUCATION, EXPERIENCE AND CERTIFICATIONS:

High school diploma or GED, in the operation of wastewater treatment facilities, including some heavy equipment operations experience; or any equivalent combination of education and experience.


Possess and maintain a Wastewater Operator’s License.

Possess a valid Missouri Driver’s License, and must obtain a Commercial Driver’s License with Manual and Tanker endorsements within 6 months.


Experience with electronic system monitoring


ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed in field areas that often contain loose rock, mud, ledges, steep inclines, precarious footholds, and other hazards. Work is frequently performed in confined spaces and inclement weather.

Work requires heavy manual labor, including bending, stooping, reaching, digging, and lifting objects weighing more than 75 pounds.

Position is assigned standby duty on the regular rotation. As outlined in the Personnel Policy Manual, the position is required to report to work within thirty (30) minutes of call-out and is compensated for both standby and call-out time.


EQUIPMENT AND TOOLS UTILIZED:

Equipment utilized includes: computers and other standard office equipment; laboratory test equipment; maintenance test equipment such as flow meter, multi-meter, scanner, mega-meter, capacitor meter, and volt-ohm-amp-watt meter; standard maintenance equipment such as hand and power tools, mowers and trimmers, spraying equipment, electrical generators and portable pumps, and metal cutting, threading and welding equipment.

Operates vacuum tank truck, jet truck and other heavy equipment as required.

Motorized equipment includes dump truck, sewer jet, vacuum truck, skid steer, backhoe and tractor with brush hog, auger or blade.

Maintenance equipment includes air nailer, concrete saw, trencher, jackhammer, air compressor, welder and standard carpentry tools.

Office equipment includes computer and other standard equipment.

Pay: $20.93 - $31.39 per hour

Experience:
