The Process Safety Consultant leads the refinery’s efforts to address risk assessment and management to ensure compliance with Process Safety Management (PSM) and Risk Management Plan (RMP) regulations. The consultant supports key Process Safety programs including Management of Change (MOC), Process Safety Information (PSI), Facility Siting, Incident Investigation, and Risk Assessment.
Responsibilities May Include:
Provide guidance on MOC and Pre-Startup Safety Review (PSSR) programs, including PSM/PHA applicability and PSI updates
Facilitate and document PHA/Project Safety Reviews (utilizing LOPA methodology) as related to MOCs and track recommendations to closure
Support audits and incident investigations to drive continuous improvement
Coordinate the Facility Siting program and collaborate with corporate experts on proposed changes
Deliver PSM training to site personnel
Track and report site and corporate PSM metrics
Maintain and update RMPs and report incidents as required in compliance with EPA regulations
Required Qualifications:
Legally authorized to work in the United States
Bachelor of Science degree in Engineering or related STEM field
Minimum of 2 years of industry experience in process safety, HSE, or process/project engineering roles
Willing and able to obtain a Transportation Worker Identification Credential (TWIC)
Preferred Qualifications:
8 years of industry experience in process safety, HSE, or process/project engineering roles
Advanced knowledge of federal/state PSM regulations; proven ability to drive results in cross-functional teams
Trained across all PSM elements, with emphasis on MOC/PSSR, Facility Siting, PSI, Auditing, PHA/LOPA, RCA, and Incident Investigation
Strong leadership and influencing skills; confident in challenging perspectives constructively
Self-driven, organized, and effective at implementing system and process improvements
Skilled at balancing priorities and meeting tight deadlines
Passionate about continuous improvement in process safety
Accountable, dependable, and committed to delivering results
Excellent communication and interpersonal skills with a customer-focused mindset
Proficient in Microsoft Office (Word, Excel, Outlook)
The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
