The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future. The NYISO’s External Affairs department invites applications for a full-time Senior Manager, Regulatory Affairs.

The Senior Manager is responsible for the development and execution of information gathering and engagement strategies with federal and state regulatory agencies, particularly the Federal Energy Regulatory Commission (FERC), the New York Public Service Commission (PSC), and the New York Department of Public Service (DPS). The Senior Manager also coordinates engagement with the US Department of Energy, the US Environmental Protection Agency, the New York Department of Environmental Conservation, and other governmental agencies, as necessary.

The Senior Manager supports the Vice President, External Affairs and Corporate Communications and the External Affairs team in developing risk identification and mitigation strategies related to relationships with federal elected officials, with a focus on New York Congressional delegation relationships, and executes strategies designed to support the NYISO’s mission as an authoritative source of information on New York electric system matters.

The Senior Manager supports the development and execution of the NYISO External Affairs strategic engagement plan, providing support of communications strategies across all platforms as needed.

The Senior Manager is engaged in the development of all regulatory filings, and coordinates engagement between the NYISO and regulatory staff and leadership. The Senior Manager leads Regulatory Affairs’ efforts to monitor state and federal regulatory proceedings, identifies risks to the NYISO’s mission and objectives, and through engagement with leadership and colleagues across the organization, develops effective engagement strategies with regulatory bodies, including development of comments, participation in technical conferences and proceedings, and other engagement strategies as appropriate.

The Senior Manager is responsible for coordination with FERC’s Office of Enforcement regarding regulatory compliance matters and investigations, coordinates internal communications on compliance matters, and produces reports on compliance matters for senior leadership and the Board of Senior Managers.

Additionally, the Senior Manager oversees the Member Relations Department within the NYISO's External Affairs team. Working with external stakeholders, internal subject matter experts, and NYISO executives, the Member Relations Department is responsible for the coordination and facilitation of the NYISO's shared governance process. The Member Relations team is also responsible for NYISO market participant registration processes.

The Senior Manager leads a Regulatory Affairs team of professionals focused on administration of regulatory filings, orders, and tariff administration. In addition, Regulatory Affairs is responsible for engagement with state and federal agencies, government relations, administration of the NYISO’s library of external and internal technical documents.


ESSENTIAL DUTIES And RESPONSIBILITIES

Interprets the ISO Tariff, identifies external and internal issues and policy development needs on local, regional and national level. Communicates these to NYISO leadership, recommending action as appropriate.
Engages in the development of all regulatory filings, coordinates engagement between the NYISO and regulatory staff, and contributes to the review and approval of filings.
Responsible for coordination with FERC’s Office of Enforcement regarding regulatory compliance matters and investigations. The Senior Manager is responsible for coordination of compliance reporting with appropriate internal staff and NYISO Legal/Compliance staff, tracking and coordination of communications with FERC, and communications on compliance matters with NYISO senior leadership and the NYISO Board of Senior Managers.
Coordinates preparation and timely submission of FERC, PSC, related filings.
Fosters positive federal legislative and regulatory relations. Acts as lead coordinator of NYISO communications with federal legislative and regulatory bodies. Schedules and facilitates briefings and training opportunities.
Leads the NYISO’s engagement with the ISO/RTO Council’s Regulatory and Legislative Committee.
Oversees the Stakeholder Services and Member Relations departments within External Affairs.
Supports the development and execution of the External Affairs communications strategy. In support of the NYISO External Affairs' mission, collaborates on the development, of media communications, social media, and website communications.
Oversees the NYISO’s Enterprise Risk Management reporting process, which includes development of monthly reports to the NYISO Board of Senior Managers on corporate risk matters.
Oversees the administration of the NYISO’s internal and external technical documents, including the NYISO's externally focused library of Manuals, User’s Guides, and Technical Bulletins, and internally-focused inventory of Corporate Policies. Oversees administration of of technical documents’ controls and revision processes related to these libraries. Manages process for communicating updates to externally facing technical documents to appropriate audiences.
Manages process for executive review and approval of Corporate Policies. Responsible for internal communications regarding Corporate Policy matters.


Supervisory Responsibilities


This position does possess supervisory responsibilities.


QUALIFICATIONS:

Bachelor’s Degree in Public Administration, political science, business or other relevant field; Master’s degree preferred.
Fifteen years of experience in utility operations, electricity markets, legislative and/or regulatory matters required.

Additional Requirements

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.
The candidate must have the ability to calculate basic figures and amounts such as discounts, interest, percentages, etc.
The candidate must have an intermediate knowledge of word processing and spreadsheets (preferably using Microsoft Word and Excel). A basic knowledge of Microsoft Access and PowerPoint.
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
The Senior Manager must have the ability to communicate effectively with a wide range of internal and external audiences. Very strong political skills are a must. Must be able to convey a strong understanding of industry issues and relevant company positions.


PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.

Salary Range


$148,200 - $266,300 USD
