The
Senior Manager, Project and Construction Managementis responsible for overseeing all of the Energy Services’ multi-site and/or complex construction related obligations that typically require the use of multiple project managers and/or construction managers in order to meet the project over site responsibilities of RWE while developing or executing a major project. In addition, this Manager may function as the lead project manager on some key projects in development or construction. Specific responsiblities include but are not limited to the direct over site of company project managers and construction managers. This Manager will also over see development, installation, operations, maintenance and service activities under a matrix management structure. The successful candidate will have ultimate responsibility for managing and arranging all support necessary to successfully accomplish the completion of construction related activities including managing all construction related alliances and subcontractor relationships. The Manager shall be responsible for ensuring that all project and construction managers under his/her direct report or assignment provide timely and accurate preparation and submission of reports and information necessary for effective project management including financial reporting of activities for which the Manager is responsible. The Manager will provide assistance to the Director, Development & Performance Assurance, and the Director, Engineering as requested for audit, proposal and design development support. Additional duties will be assigned as seen appropriate or as necessary by assignment from the Senior Director, Programs and Implementation.
Role Responsibilities:
- Act as the lead PM on some key projects in construction or development
- Manage construction, installation, operation, maintenance and service activity support including, but not limited to:
- General qualification of contractors, subcontractors and equipment vendor
- Identification and utilization of contractors with special qualifications (e.g., women owned business) that satisfy specific contractual obligations
- Implementation of a bonding and insurance program
- Development and structuring of construction contracts
- Development of OSHA, Environmental Health & Safety Program
- Collaborate with engineering and project management teams in conducting design optimization and value engineering of energy projects
- Schedule and oversee constructability reviews and post-construction lessons learned reviews
- Supervise cost estimating, subcontract preparation and execution and purchasing functions
- Manage field-related project planning, scheduling and quality control
- Coordinate field construction project management
- Direct construction contract administration, financial reporting, work-in-progress reporting and risk management activities
- Undergraduate engineering or construction related degree preferred. Advanced degree in engineering, construction management, or an MBA and/or professional engineering license a plus
- Formal Project and Construction Management training and/or Project Management Professional certification preferred
- General Contractors License preferred
- Expertise in codes, permitting and union issues
- Minimum of 10 years of progressive experience in managing and implementing MEP construction
- Minimum of supervising 10 major ($10M or more) or equivalent project experience, preferably including projects for Federal Government and/or Healthcare
- Experience with energy efficiency projects a pluExperience identifying and administering contracts to minority, small business or disadvantaged subcontractors necessary
- Previous budget/schedule/performance/quality responsibility. MS Project capabilities preferred
- Sound and proven construction management skills
- Strong construction related contract preparation and administration and risk management skills
- Good written communication ability (writing sample required)
- Strong leadership, communication and interpersonal skills
- Specific experience with building energy systems including commissioning of HVAC, Central Utilities and Electrical Systems.Experience in the overall integration of design engineering, construction, start-up/turnover, and subsequent O&M of energy and design-buildprojects
