Summary

Manages the line-siting organization; responsible for leading line-siting efforts and the successful attainment of all approvals, permits, CECs, etc., needed for transmission infrastructure development. Assesses siting challenges and develops tailored strategies to ensure success in alignment with SRP values, goals and objectives. Responsible for managing an internal steering committee composed of senior leaders across the organization, reporting to Power System and AGM Staff, establishing and managing relationships with external stakeholders (partner utilities, ADOT, elected officials, community organizations, etc.), selecting and managing consultants and contractors.

What You'll Do

Develop long-and short-term plans for departmental budgets, capital expenditures, and O&M budgets. Oversee project budget development, variance reporting, strategies to mitigate unforeseen costs.
Conduct strategic risk management assessments and identify potential risks associated with development and implementation of projects.
Manage, hire, train, and develop professional and technical managers, engineers, and/or business-critical subject-matter experts in the planning, design, construction, operation, and maintenance of major power system projects. Provides ongoing coaching, feedback, and development opportunities to empower, engage and drive high employee performance.
Direct and coordinate project activities across multiple departments and outside entities, ensuring alignment with organizational objectives.
Develop long and short-term plans for departmental budgets, capital expenditures, and O&M budgets. Create manpower requirements and schedules, utilizing tools such as Gantt charts, to effectively manage major projects within resource, timeline, and budgetary constraints.
Lead recruitment and interviewing processes. Accountable for the performance and results of multiple related teams, including engineering, contract administration, procurement, legal, construction, and commissioning teams.
Manage procurement, negotiation and award of major consultant, equipment, and construction contracts with direct recommendation responsibility on multi-million-dollar value decisions.
Oversee project budgets, reporting budget variances, and developing strategies to mitigate unforeseen costs.
Act as a key participant in consultations with local governmental agencies and represent SRP management to multiple outside agencies impacted by project assignments and activities.
Evaluate and recommend innovative improvements to SRP’s generation, substation, or transmission line facilities as assigned.
Manage consultant and contractor activities, serving as a focal point of contact with external entities.
Implement quality control measures to ensure that construction meets industry standards and specifications and adhere to health and safety standards.
Prioritize and maintain a strong focus on health and safety standards.
Oversee permitting, siting and approval processes to ensure compliance with regulations. .
Leads obtainment of federal, state and local program/project permits as required which may include Certificates of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) and federal permits associated with National Environmental Policy Act (NEPA).
Prepare written expert testimony within applications and verbal expert testimony as required for ACC and FERC activities
Oversight efforts may include assessment of routes, public outreach initiatives, stakeholder workshops, and preparation of technical reports and applications.
Oversee consultants to perform sensitive public outreach, environmental studies and work with elected officials on behalf of SRP.
Communicate with executive leadership to ensure that proposed projects meet objectives.
Lead formal and informal meetings concerning assigned projects and communicate effectively with all levels of personnel.


What It Takes To Succeed

Ability to effectively navigate the complexities of major power system construction projects and contribute to their successful completion.
Experience managing large scale utility construction projects.
Understanding of the commissioning and start-up or energization phases of generating stations, substations and/or transmission lines to ensure a smooth transition from construction to operation.
Knowledge of the permitting and siting processes and experience in obtaining necessary approvals from regulatory authorities.
Strong relationship management skills
Effective time management skills
Ability to solve complex problems.
Experience managing large budgets.

Experience

A minimum of eight years of related experience is required (if no degree, 12 years of relevant experience or an equivalent combination of education and related experience totaling 12 years).

Engineering degree preferred.

Education

A bachelor’s degree related to the assignment from an accredited institution is preferred.

Hybrid Workplace

SRP currently offers a hybrid workplace, which allows employees whose jobs can be performed remotely, and who have sufficient technical capability, to telework up to three days per week. Although teleworking is available, all employees must live and work in Arizona.
