Seattle City Light’s Engineering and Technology Operations Division (ETO) is seeking an experienced leader to be our next Network Distribution and Electrical Systems Engineering Senior Manager (Exec 2). In this position, you will provide management and leadership direction for the Network Distribution Engineering, Transmission Engineering, and Electrical Service Engineering teams, and serve as a key member of the management team at Seattle City Light. You will be accountable for performance of the following teams: Electrical Service Engineering, Network Engineering, and Transmission Engineering. You will directly manage four engineering supervisors and an indirect staff of 23 engineers. This position will report to the ETO Director.

Job Responsibilities

Here Is More About What You’ll Be Doing

Provide oversight of the $28M Capital Improvement Project (CIP) budget and a $2M Operations & Maintenance (O&M) budget.
Provide oversight of engineering activities for City Light’s transmission system, and Seattle Downtown, First Hill and University electrical power distribution network systems involving substantial policy and financial commitment on the part of the Utility and the City.
Provide direction to engineering supervisors and engineers regarding future system needs and new customer connection requests.
Manage the preparation of capital improvement plans for engineering projects.
Make general work assignments and recommend staffing levels.
Provide oversight of section workloads, project schedules and budget.
Communicate and coordinate with other agencies such as WSDOT, King County, SDOT, SPU, public and private utilities.

Qualifications In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Education:

A bachelor’s degree in electrical engineering or related power engineering field.

Experience:

Substantial management and leadership experience in utility management, operations, engineering or related areas of responsibility, typically gained through eight or more years of progressively responsible assignments. A minimum of five years as a manager or supervisor in a large, complex multi-cultural and diverse organization managing technical personnel relating to design, development, and implementation of utility engineering work practices.

The chosen candidate must have in-depth knowledge of Electrical, Transmission and Distribution systems within the electric utility industry, as well as knowledge of federal and state regulations related to electric utility, construction and safety standards.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

Master’s degree in electrical engineering or a related field
Washington State Professional Engineer licensure (or within the United States and up to 12 months after appointment to attain State of Washington registration).
Knowledge and understanding of National & Local Electrical Safety Codes, Work Rules, practices, methods and procedures
Familiarity with multiple engineering disciplines (civil, electrical, and mechanical) to handle the challenges of accomplishing work in a utility environment
Experience working with all levels of management
Experience developing and implementing performance management and organizational measurement methodologies and techniques
Experience interpreting complex engineering information
Ability to manage shifting priorities with limited direction
Experience managing and developing staff with diverse skills, and successfully addressing personnel issues
Ability to hire, train and supervise a diverse group of professional and technical employees in order to maximize productivity, morale and a positive work environment
Experience with interagency coordination
Experience preparing, monitoring and controlling large budgets
Ability to communicate effectively orally and in writing
Thorough knowledge of relevant laws, ordinances, regulations and standards
Experience interpreting economic modeling and forecasting data
Skill in creating and delivering public presentations to a variety of constituents

Additional Information

The full salary range for this position is $131,804.28to $222,413.76 annually.
