Senior HR Business Partner

to be a strategic HR leader responsible for partnering with refinery leadership to drive talent strategy, workforce planning, and HR initiatives that support operational and business objectives. You must have experience acquired in private equity-backed organizations, start-up environments, and the oil and gas sector. As the Senior HRBP, you will serve as a trusted advisor to senior leaders, influencing and guiding decisions related to organizational design, leadership development, employee relations, performance, and change management. To succeed as a Senior HR Business Partner, you must have:

- Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree or HR certification (PHR/SPHR/SHRM-SCP) preferred.

- 10+ years of progressive HR experience, including 5+ years as a senior HR business partner in union and non-union environments; experience in private equity, start-ups, and oil & gas required.

- Proven expertise in organizational design, change management, talent strategy, and labor/employment law compliance (Texas and federal).

- Solid business acumen, project management, and HRIS proficiency (SAP, Workday, or equivalent).

- Ability to travel onsite to PEMEX Deer Park at least 3 days per week; must qualify for a TWIC card.

As a Senior HR Business Partner,

you will:

- Partner with senior refinery leadership to align HR strategies with business goals, operational priorities, and compliance requirements.

- Lead organizational design, workforce planning, and change management initiatives to drive efficiency and support growth.

- Oversee talent acquisition, succession planning, and leadership development for critical technical and leadership roles.

- Coach and advise leaders on performance management, employee relations, and team effectiveness to foster a high-performance culture.

- Analyze workforce data and metrics to inform HR strategy, address talent gaps, and support decision-making.

PEMEX Deer Park

is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the flexibility to process multiple grades of crude, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
