The Senior Human Resources Analyst serves as the lead analyst on key human resources functions which may include recruitment and selection, employee and labor relations, classification and compensation, benefits, retirement administration, leave management, performance management and/or training and development. The assignment(s) will be based on organizational need and the education and experience of the successful candidate. The organization will rely on this position for subject matter expertise and human resources advice regarding policies, procedures, and best practices.
As a valuable member of the human resources team, the incumbent will be relied upon to conduct complex employee relations work, including workplace investigations and leading organizational studies and special projects including researching best practices, analyzing data, developing recommendations, and supporting implementation of new or modified policies and practices. In addition, the position is responsible for the administration of the District’s performance management program in support of organizational goals and compliance.
- Consults and counsels CCWD staff, supervisors, and management on the interpretation and application of human resources policies, procedures, and processes.
- Plans, coordinates, and directs the operations of assigned human resources program(s); develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned program(s), service delivery methods, and policies and procedures; identifies opportunities for improvement and recommends to management for approval.
- Performs complex employee relations activities including investigating grievances and misconduct allegations; gathers and analyzes data; recommends and implements solutions and strategies to resolve grievances and mitigate future issues.
- Investigates discrimination and harassment complaints, prepares reports of findings, and implements resolution strategies; analyzes trends and develops recommendations for specific training and/or other corrective action as appropriate.
- Designs, implements, and manages recruitment and selection strategies, leveraging data from past recruitments and collaborating with hiring managers to define role requirements and priorities. Recommends innovative outreach methods and inclusive best practices to attract talent and develops comprehensive recruitment plans. Creates and promotes job postings across various platforms, oversees all stages of candidate assessment and selection processes, and ensures alignment with Equal Employment Opportunity (EEO) standards and diversity, equity, and inclusion (DEI) principles.
- Leads and conducts job analysis and classification, pay equity, and compensation and benefits studies; documents findings and recommendations; consults with management and leads implementation of recommendations.
- Designs, evaluates, and manages the performance management program to align with District goals, ensuring effectiveness, compliance, and continuous improvement. Collaborates with stakeholders to establish metrics, drive accountability, and foster employee growth and organizational success.
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, public administration, business administration, or a closely related field.
: Three (3) years of increasingly responsible professional human resources experience.
