What you'll do
Distribution Asset Planning has a challenging and exciting opportunity for a highly motivated individual with demonstrated communication, leadership, and cross functional relationship building skills to join the team as an Asset Sustainment Engineer at BC Hydro's Edmonds office in Burnaby, BC.
The successful candidate will have the skills to develop strategies and programs to manage short- and long-term sustainment of underground and overhead assets and/or to manage wildfire risk. This position will contribute to the “Plan” function of BC Hydro’s Plan – Build – Operate – Support business model.
We are looking for a candidate to fill the role at the Senior Engineer level. Candidates with lesser experience will be considered for a more junior role on the team.
Key duties and accountabilities include:
•Develops or provides input to asset strategies and plans to effectively manage condition, integrity, and lifecycle of distribution assets.
•Initiates programs for inspection, maintenance and/or replacement of equipment or materials. Works/liaises with internal and external stakeholders, equipment experts, Delivery, and Design and Operations resources to assess asset condition, effectively manage asset safety and reliability risks, and optimize asset life.
•Reviews inspection results, develops and monitors prioritized work programs and works with delivery partners to ensure assets are being inspected, maintained, repaired, or replaced in a timely manner consistent with managing system risk and maintaining system wide asset health.
•Conducts risk assessments to determine where action is needed to address system risks or to justify relaxation of standards or plans where work can be deferred with minimal risk.
•Manages critical spares including recommended inspection and maintenance activities and stocking levels to support legacy assets on the distribution system. Reviews dead and excess stock in active inventory to eliminate unnecessary carrying charges held by BC Hydro.
•Provides input to, updates and/or develops Distribution Maintenance Standards and Bulletins, seeks input from various stakeholders, and obtains approval of Standards and Bulletins to meet the needs of assets and address hazardous equipment, materials, and conditions on the distribution system.
•Leads and/or conducts investigations into asset, equipment and component failures and collaborates with
stakeholders to develop and implement corrective measures and recommendations. Works with test labs and Engineering on testing materials and equipment according to industry and national standards.
•Works with Corporate Safety and Corporate Environment to ensure BC Hydro is meeting WorkSafeBC, Environment Canada, and other regulatory requirements.
•Works to continuously improve and enhance existing information systems in tracking assets and articulating hazardous conditions on the distribution system and ensuring that up to date inventories are available to crews and persons accessing the distribution system.
•Investigates impact of climate change, assesses risk of climate related impacts such as wildfires, and develops and manages distribution asset programs to mitigate such risk.
Supporting these duties and accountabilities; as an experienced professional engineer, you are someone who:
•Supports development of Business Cases and Investment Justifications to secure necessary funding for execution of projects and programs.
•Develops responses to regulatory related matters.
•Manages projects of some complexity including planning and managing resources and coordinating work to ensure that commitments are met.
•Represents the Distribution Asset Planning and Sustainment and Maintenance function in the public consultation process.
•Calls and chairs meetings to address engineering problems.
•Assigns work and gives instructions, advice and technical guidance to other engineers and technical support staff.
•Reviews work of consultants and contractors to ensure accuracy, achievement of required results, and adherence to accepted engineering practice.
•Develops and maintains effective professional relationships with internal and external colleagues to determine relative priorities and assess the impact of work on others and resolve issues of concern.
•Works under general direction, with work assigned in terms of broadly defined objectives and budget limitations.
•Proactively engages stakeholders including direct manager and peers to determine impact of their work and planning activities on workflow of partner groups at BC Hydro.
•Completed work is accepted as accurate, with overall plans and recommendations reviewed for feasibility, soundness of judgment and achievement of objectives.
What you bring
•Graduated with an Electrical Engineering Degree which is recognized by Canadian universities.
•Must be registered or eligible for immediate registration as a Professional Engineer (P.Eng) with the Engineers and Geoscientists of BC (EGBC).
•Eight (8)+ years’ experience of progressive electrical engineering experience focused in planning, engineering and design of electrical power systems, system analysis, system automation, and asset sustainment and maintenance.
Candidates with less years of experience and/or who do not possess the full qualifications will still be considered at the appropriate level with commensurate pay.
•Demonstrated ability to successfully lead and implement power system planning and asset management initiatives.
•Excellent written, oral, and interpersonal communications skills including the ability, make presentations to technical and non-technical audiences, write technical papers and reports, and liaise with peers in BC Hydro and externally.
•Knowledge of various BC Hydro systems, policies and procedures related to power system planning and asset sustainment.
•Ability to develop and maintain effective working relationships within and outside of the department or division.
•Successful, creative, and persistent approach to influencing outcomes and meeting objectives.
•Ability to analyze and resolve challenging and unusual engineering problems with considerable independence and understand and appreciate implications of costs, operability, and safety.
•Must be willing to travel occasionally, by motor vehicle, watercraft (ferries), and aircraft.
