Midpoint: $1,718.19

Safety Specialist II - Grade 58


Minimum: $1,571.71/week

# Job Description:


PURPOSE OF POSITION:

Safety Specialist I:

Under the general direction of the Supervisor – Safety or designee , assists with the development, administration, coordination, and implementation of City Utilities’ Electric T&D safety programs, including related training activities. Interacts with and coaches Electric T&D employees to help them understand the compliance requirements for applicable safety and health matters. Position may also assist with safety and health programs within all other commodities including SpringNet, Power Generation, Natural Gas & Water, Transit and Fleet Management. Assists with the administration and coordination of workers compensation programs.

Safety Specialist II:

In addition to the Safety Specialist I, the Safety Specialist II assertively develops, administers, coordinates, and implements City Utilities’ Electric T&D safety programs, including related training activities.

ESSENTIAL JOB FUNCTIONS:

The following represent the core responsibilities of the Safety Specialist I classification. Higher-level classifications are expected to perform these functions with increased proficiency, autonomy, and ownership.

1. Supervises and administers the identification and analysis of loss exposure to City Utilities' employees and property and to the general public.

2. Supervises and administers the comprehensive loss control program and safety observation program to prevent or reduce injury and loss to City Utilities' employees and property and to the general public.

3. Develops new methods and promotes safety awareness for the purpose of reducing injury to City Utilities' employees and property and to the general public.

4. Coordinates light duty assignments with affected department management.

5. Responds to emergency calls such as serious accidents and injuries, Haz-Mat incidents, environmental monitoring, or other situations where a safety representative is needed. Backup for conducting safety investigations within other CU departments when needed.

6. Performs scheduled and unscheduled inspections of work sites, structures, vehicles, equipment, and tools to verify compliance with safety and health policies, government regulations and industry standards. Consults with safety committees, supervisors, and other employees as may be necessary to assist in the resolution of safety problems and the abatement of hazards.

7. Performs necessary environmental monitoring and interpretation of results and prescribes necessary work practices or corrective actions.

8. Responsible for the development, administration, and evaluation of safety recognition programs to further enhance safety awareness.

9. Advises management and employees of current codes, regulations, rules, and standards; and collaborates with them in the evaluation of existing and proposed safety procedures.

10. Conducts accident and injury investigation interviews with employees and management to determine causes and makes recommendations for corrective action and follows up on implementation of recommendations. Leads or assists with root cause analyses (RCAs).

11. Prepares reports and compiles and analyzes statistics to evaluate additional safety training requirements or to improve Safety Operating Procedures.

12. Manages the Hazard Communication Program and is responsible for ensuring compliance with the Global Harmonization System/Safety Data Sheet Program.

13. Identifies T&D safety, compliance, and technical training needs.

14. Develops and conducts customized or prepackaged training programs and briefings. Identifies resources for subject matter expert trainers, coordinates and facilitates training programs with vendors to meet training needs. Maintains appropriate records of these training programs.


15. Conducts safety orientations for new employees.

16. Serves on the apprentice committees within ET&D.

17. Monitors work area conditions and recommends measures or protective devices to enhance the safety of our employees.

18. Develops and updates Safety Operating Procedures to include current information, procedures, and requirements applicable to Electric T&D. Assists with developing and updating Safety Operating Procedures within other areas of City Utilities.

19. Evaluates new safety equipment prior to purchase to ensure compliance and improved performance.

20. Assists with compiling information and writing articles for various internal safety publications.

21. Serves as the chairperson of the Electric T&D Safety Committee and member of the Joint Safety and Health Committee.

22. Assists with the administration of safety programs in all other areas of City Utilities.

23. Performs other related duties as required or assigned by management.


QUALIFICATIONS:


Education and Experience:

Bachelor’s degree in Safety Management, Industrial Hygiene, or related field is required. Exceptional experience in safety and health or electric T&D operations may be considered in lieu of a Bachelor’s degree on a year-for-year basis. Master’s degree may be considered in lieu of one year of experience requirement.

Safety Specialist I:

Minimum of two years’ recent Electric Transmission and Distribution construction, maintenance, or operations experience, including journey level line worker or high voltage electrician experience is required. Experience in utility safety programs is preferred.

Safety Specialist II:

Minimum of five years’ recent Electric Transmission and Distribution construction, maintenance, or operations experience, including journey level line worker or high voltage electrician experience is required. Experience in utility safety programs is required.


Licensing/Certification:

Must have a valid driver’s license (minimum Class F).

Safety Specialist I:

Certified Utility Safety Professional (CUSP), Construction Health and Safety Technician (CHST) or similar Safety Certification is preferred.

Safety Specialist II:

Certified Utility Safety Professional (CUSP), Construction Health and Safety Technician (CHST) or similar Safety Certification or ability to obtain within three years is required.

Safety Sensitive Position:

A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.


Physical Requirements:

Regular exposure to construction and industrial work sites which may include climbing into and out of equipment and pits, working from heights, walking on uneven surfaces, and walking and working on wet or muddy surfaces and surfaces with construction debris. Must be able to bend, lift, walk considerable distances, and work in extreme weather conditions. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Must be able to remain calm, confident, and knowledgeable in a crisis situation. Must be able to work within the rated capacity of the Utility’s aerial lifts, ladders, fall restraint devices, and/or other related equipment.


Working Conditions:

Varied environment, including office and outdoors in all weather conditions. May be required to work varying schedules during restoration efforts or other emergencies.


Miscellaneous Requirements:

- Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.

- Must wear appropriate Personal Protective Equipment.

- Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

- Must be able to work successfully with diverse groups of people.
