Position Overview:
McKAN Trucking and PV Paving & Concrete, LLC are jointly seeking a knowledgeable, driven, and hands-on Safety Manager to oversee 50+ employees in all aspects of workplace safety across our diverse operations. This role plays a critical leadership function in developing, implementing, and maintaining comprehensive safety programs that support our commitment to operational excellence, regulatory compliance, and employee well-being.
The Safety Manager will be responsible for safety oversight across a variety of work environments, including heavy highway and commercial construction projects, concrete and paving operations, oil and gas field logistics (including frac water hauling), and our internal mechanical and fabrication shop. This individual must be able to navigate dynamic job sites and field operations while fostering a culture of accountability and continuous improvement in safety practices.
Core Responsibilities:
Safety Program Development & Implementation
•Develop and enforce safety policies and procedures tailored to both construction and trucking operations, ensuring compliance with OSHA, DOT/FMCSA, DEP, and other applicable regulations.
•Create and maintain safety documentation, including but not limited to: Job Safety Analyses (JSAs), daily hazard assessments, site-specific safety plans, and employee training logs.
•Lead the development and execution of safety orientation and onboarding programs for new hires across both companies.
Field Oversight & Inspections
•Conduct regular inspections and audits of construction sites, trucking operations (including frac pads), and shop facilities to identify and address safety risks.
•Monitor field compliance with PPE requirements, traffic control protocols, equipment operation standards, and hazardous material handling procedures.
•Serve as the point of contact for field-level safety issues and immediate incident response.
Incident Management & Investigations
•Lead all accident and near-miss investigations, ensuring thorough documentation, root cause analysis, and follow-up corrective actions.
•Work closely with supervisors, operators, and drivers to reduce risk and prevent future incidents through coaching and retraining as needed.
•Maintain OSHA 300 logs and FMCSA incident tracking, as well as any customer-specific reporting requirements.
Training & Communication
•Deliver regular safety meetings, toolbox talks, and targeted trainings, adjusting topics based on seasonality, site-specific hazards, or incident trends.
•Provide field coaching to ensure frontline staff understand and apply safety expectations consistently.
•Collaborate with site superintendents, dispatch, shop personnel, and leadership to drive alignment on safety goals.
Regulatory & Client Compliance
•Serve as the lead safety liaison for client-required programs
•Ensure compliance with oil & gas client safety standards, DOT regulations for commercial trucking, and prevailing safety requirements for public and private construction projects.
•Manage and coordinate company participation in third-party safety training programs, certifications, and continuing education.
Qualifications:
Education & Experience
•Minimum 5 years of progressive safety leadership experience in construction, heavy civil, oil & gas, or transportation environments.
•Experience managing safety programs across multiple crews, job types, or divisions is strongly preferred.
•Working knowledge of industry-specific standards, including OSHA 1926/1910, FMCSA, HAZCOM, H2S, confined space, and excavation safety.
Certifications
(Candidates with these certifications are preferred, but the company may support training for the right applicant.)
•OSHA 30-Hour (Construction or General Industry) – required
•First Aid / CPR / AED – required
•PEC Safeland or equivalent oil & gas safety certification – preferred
•FMCSA compliance training (Hours of Service, drug & alcohol testing, driver qualification files)
•Flagger or traffic control certification (ATSSA or equivalent)
•Additional designations such as CHST (Construction Health & Safety Technician), CSP (Certified Safety Professional), or Safety Trained Supervisor (STS) are a plus

Working Conditions:
•Field-based role with regular travel to job sites across Pennsylvania and surrounding regions
•Requires ability to work outdoors in various conditions and walk job sites with uneven terrain
•Must be comfortable around heavy equipment, moving vehicles, construction zones, and active frac pad operations
•Flexibility for occasional early mornings, evenings, or weekends based on site activity or emergencies
Job Types: Full-time, Part-time
Pay: $60,000.00 - $70,000.00 per year
