Resource Recovery Services Director

The Resource Recovery Services Director directs, manages, and administers all activities within the Resource Recovery Services Department, which includes the Operations, Maintenance, Laboratory, and Safety Divisions, 45 full-time equivalent positions, and an annual operating budget of $23.5 million.

DEFINITION

Under general direction and as a part of the Executive Team, directs, manages and administers all activities within the Resource Recovery Services Department, which includes overseeing the Operation, Maintenance, Laboratory, and Safety Divisions; and plans, administers, implements and manages key organizational functions and activities in support for the District's strategic planning goals, strategies, objectives, and initiatives to achieve sustained organizational excellence and fulfill the District's Mission and Vision.

DISTINGUISHING CHARACTERISTICS

This is a single position, executive management classification with full responsibility for managing the activities of the Resource Recovery Services Department through division managers. This position is distinguished from the Deputy General Manager in that the latter has a higher level of organizational management responsibility and authority across all District departments.


SUPERVISION RECEIVED AND EXERCISED

As a direct report to the General Manager, this position receives direct and general supervision from the General Manager and general supervision from the Deputy General Manager and provides direct supervision to direct reports and general supervision to additional staff in the Resource Recovery Services Department.



Primary Job Duties

TYPICAL DUTIES

These duties are typical for this classification, but incumbents may not perform all of the duties assigned below and/or may perform different functions based on business needs and evolving organizational focus areas.


Actively contributes to Executive Team discussions and advises the General Manager on departmental issues with significant policy, strategic, financial, technical, legal, regulatory, legislative, operational, administrative, human resources, and public affairs impacts.

Provides active management oversight for all direct reports using strong critical thinking skills and informed decision making to ensure compliance with regulatory requirements (e.g., National Pollutant Discharge Elimination System [NPDES]/air permits, waste discharge requirements [WDRs]) and safe, effective operation of the District’s Wastewater Treatment Plant (WWTP) and Recycled Water Facility (RWF).
Monitors WWTP and RWF process performance, identify and implement corrective actions, as needed, to address potential non-compliance events.
Ensures proper and effective coordination and communication between Operations and Maintenance staff to identify and prioritize key work activities, maintain a high level of operational reliability for critical facilities, and allocate resources where they are needed.
Provides effective oversight of key Laboratory Manager activities to meet NPDES permit self-monitoring and reporting requirements and support treatment process performance investigations during potential non-compliance events.
Provides effective oversight of key Safety Manager activities, including ensuring compliance with applicable laws and regulatory requirements; establishing safe work practices; developing training materials, activities, and processes to ensure broad awareness among District staff; and establishing near-miss processes and local safety committees to continuously improve the program.
Supports development and implementation of the District’s capital improvement program (CIP) by actively participating in project identification and prioritization discussions and providing meaningful contributions to support effective capital project delivery during the planning, design, construction, and startup phases.
Directly support Asset Management Program development and implementation of enhanced process control strategies and technologies to support regulatory compliance.
Oversees development, preparation, and tracking of the department budget, and recommends appropriate management actions, as needed.
Develops and implements prioritized strategies to drive sustained organizational excellence and improvement in the operation and maintenance of District facilities, while supporting long-term fiscal responsibility and effectiveness.
Assists in the identification, prioritization, and completion of annual Strategic Initiatives to support implementation of the District’s Strategic Plan.
Represents the District in various outside agencies, community groups, industry associations, and regional collaboration capacities.
Supports the preparation of management strategies for negotiating three collective bargaining unit memoranda of understanding (MOUs).
Effectively addresses and resolves labor relations and personnel matters in coordination with the Executive Team and the Human Resources and Risk Manager.
Directly supports enhancements to employee engagement and communications, workforce development, performance measurement, and succession planning efforts.
Supports the development of new and revised Board and District policies and procedures, while ensuring compliance with current legal, regulatory, and code requirements.
Effectively performs other work duties and responsibilities consistent with the position on an as-needed and/or assigned basis.


Qualifications

A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process:

EDUCATION: This position requires a Bachelor's Degree (or equivalent work experience, training, and education) in Civil, Chemical, Environmental, or Mechanical Engineering, Chemistry, Biology, or a closely related field from an accredited college or university. A Master's Degree in these areas or business/public administration is desirable.

EXPERIENCE: This position requires ten (10) years of progressively more responsible experience in facility operations, maintenance, and/or engineering, including five (5) years of supervisory experience or three (3) years of management experience.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

? Principles and practices of wastewater collection, conveyance, and treatment system, and recycled water system operation, maintenance, and infrastructure renewal.

? Principles and practices of laboratory operation, standards, regulatory requirements, quality assurance and quality control, and technical support functions.

? Federal, state, and local legal, regulatory, code, and permit compliance requirements as they relate to wastewater and recycled water systems.

? Principles, practices, and techniques of public administration, project/program management, organizational design and management, strategic planning, and policy and procedure development and enforcement.

? Effective organizational leadership, teambuilding, and motivation practices.

? Principles, practices, and methods of supervision and workforce development, including staff engagement, professional development, training, and performance management.

? Principles, practices, and techniques to support effective labor relations, conflict resolution, and labor collective bargaining negotiations.

? Research, assimilation, organization, and reporting methods and techniques to support management review of alternative analyses, financial impacts, and recommendations.

? Technical writing, presentation preparation and delivery, verbal and interpersonal communication techniques, and proper use of English, grammar, spelling, and punctuation.

? Modern office practices and methods, and computer equipment and applications related to performing the work.

? General District and Cal/OSHA safety requirements and associated workforce training requirements.

Ability to:

? Apply strong critical-thinking and decision-making skills to effectively identify, evaluate, and manage a broad range of policy, financial, technical, legal, regulatory, legislative, operational, administrative, human resources, and public affairs issues; and make sound associated recommendations for management actions.

? Identify, evaluate, and implement organizational improvements using innovative approaches, applying information technology solutions, and aligning resources with organizational need, while effectively managing change and training staff, as needed.

? Ensure compliance with applicable legal, regulatory, code, and permit requirements as they apply to a special district public utility.

? Effectively manage programs, projects, and tasks in collaborative manner involving multiple internal and/or external stakeholders to achieve positive outcome that support sustained organizational excellence and improvement over time.

? Manage development and implementation of Strategic Plan goals and associated strategies, objectives, and initiatives.

? Exercise influence, apply persuasive communication skills, and function effectively in internal and external stakeholder environments.

? Develop, update, interpret, and communicate District policies and procedures that comply with legal, regulatory, code, and other requirements.

? Effectively represent the District in industry associations, and meetings with governmental and regulatory agencies, community groups, media representatives, and elected officials.

? Develop, manage, and administer contracts for general and professional services.


Licenses and Certifications:

A valid Class C driver’s license and insurability under the District’s driving program must be maintained.

Regularly uses standard office equipment (keyboard, scanner, copier, telephone); intermittently twisting and reaching to operate the equipment without incapacitating adverse effects.
