Location
This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday assigned to One Energy Plaza located in Jackson, MI. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).
General Summary Of Job Responsibilities
The Rates Analyst is responsible for monitoring and assessing service rates, calculating cost-of-service, and conducting various analyses. Additionally, this role is responsible for developing and maintaining an analysis of utility rate filings for both gas and electric utilities. The incumbent is expected to review utility filings with public utility commissions for requested changes to the rate base and rates for service.
Essential Duties And Responsibilities
- Responsible for the preparation of exhibits, studies, schedules, and workpapers and related written testimony for general rate case applications filed with the Michigan Public Service Commission (MPSC).
- Willingness to serve as a Company expert in general rate cases and various other proceedings before the Michigan Public Service Commission (MPSC).
- Assist in ensuring the Company’s regulated utilities receive timely and adequate cost recovery by developing ratemaking proposals and recommendations that support the Company’s position.
- Monitor public utility commissions for changes in regulatory policies and procedures that may impact on utility rate case filings managed by the analyst.
- Support other departments, including IT, in preparing for policy and tariff changes by drafting RFS and procedure manuals.
- Conduct electric marginal and embedded cost of service studies, including all necessary special studies.
- Develop internal communications for customers regarding proposed tariff changes.
- Complete technical and cost analyses are required for the development and regulatory approval of electric rates and other tariff provisions.
- Update rate case exhibits and assist with preparing testimony related to the Cost-of-Service Study and Rate Design.
- Track key metrics on utility rate filings, including docket numbers, authorized return on equity, capital structure, requested and approved rate base, and changes in anticipated customer rates.
- Perform other duties as assigned or required.
- Understanding and experience with ratemaking concepts, including revenue requirements, cost of service, rate of return, and regulatory accounting principles.
- Ability to summarize legal documents.

- Verbal and written communication skills.
- Experience with Excel and PowerPoint.
- Experience and proficiency in MS Word.
- Bachelor's degree in finance, accounting, political science, law or engineering with two (2) or more years of experience with rate analyses.
- (OR) Associate’s degree in finance, accounting, political science, law or engineering with four (4) or more years of experience with rate analyses.
- (OR) High school diploma/GED with six (6) or more years of experience with rate analyses.
