Essential Functions of the Job:

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for street maintenance, building maintenance, and parks and recreation maintenance services. Establish schedules and methods for providing all public services; identify resources needed; review needs with appropriate management staff; allocate resources accordingly. Participate in developing goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in implementing approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures. Participate in the preparation and administration of the public works budget; submit budget recommendations; monitor expenditures; prepare cost estimates; submit justifications for equipment; monitor budget expenditures. Monitor and control supplies and equipment; order supplies and tools as necessary; prepare documents for equipment procurement; prepare specifications and contracts for contract services. Train or coordinate training in public works standards, practices, safety methods, procedures, and techniques. Prepare payroll for the Public Works Department. Coordinate all public works projects with foremen. Assist in the preparation of various contracts, requests for proposals, and reports. Perform the more technical and complex tasks of the work unit. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of facility maintenance; incorporate new developments as appropriate into Programs. Coordinate with contractors in providing contract services. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints. Perform related duties as required. Collect field data by survey, inspection, or other appropriate method; input data into computer files; assist in update of GIS records. Perform construction inspection as needed; assist the public with plat and utility information. Prepare engineering drawings, map graphic illustrations.


Required Knowledge, Skills, and Ability:

The following generally describes the knowledge and ability required to perform the job and/or acquire within a short period of time to successfully perform the assigned duties.


Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program. Materials, methods, terminology, equipment, and tools used in the maintenance, repair, and construction of building structures and systems, including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work. Road, sidewalk, and storm drainage construction and maintenance practices, work zone safety, and safety equipment required for specific jobs. Materials, methods, terminology, equipment, and tools used in the maintenance, repair, and construction of roads, sidewalks, and storm drainage facilities. Grounds maintenance practices and safety equipment required for specific jobs. Materials, methods, terminology, equipment, and tools used in the maintenance and repair of grounds and landscaping. Parks and recreation practices, playground safety, pool safety and safety equipment required for specific jobs. Materials, methods, terminology, equipment, and tools used in the maintenance of the town’s properties and parks and recreation services. Principles of supervision, training, and performance evaluation. Basic principles and practices of municipal budget preparation and administration. Equipment, tools, and materials used in facility maintenance activities. Construction and project management principles. Principles and practices of safety management. Office procedures, methods, and equipment, including computers and applicable software applications such as word processing, spreadsheets, and databases. Pertinent local, state, and federal laws, ordinances, codes, and rules.


Ability to:

Read and understand construction drawings, plans, and specifications. Organize, implement, and direct all public works operations and activities. Supervise, train, and evaluate assigned staff. Interpret and explain pertinent department policies and procedures. Develop cost estimates for supplies and equipment. Perform the most complex maintenance duties and operate related equipment. Demonstrate tact and diplomacy with the public. Develop and recommend systems and procedures related to assigned operations. Operate office equipment, including computers and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted during work.


Equipment:

Backhoe, mini excavator, dump truck, trailer, pickup truck, power tools, saws, drills, zero turn lawn mowers, and other essential public works tools and equipment.


Educational Requirements:

Two years of college-level coursework in business, management, engineering, or equivalent certification in the building and construction field preferred but not required. Must be able to obtain an AFO certification within one year of employment. Must be able to obtain CPSI certification within one year of employment. Must be able to obtain a minimum Class B CDL within two years of employment. Class A CDL preferred.


Experience Required:

Four years of increasingly responsible roads, buildings, grounds maintenance, and parks and recreation administration, including some lead supervisory experience.


Problem-Solving Requirements:

Solve a variety of complex problems in the absence of technical guidance or precedents.


Speaking/Presentation Skills:

Answering questions with a brief response or providing standard information to citizens, customers, visitors, callers, supervisors, or other employees. Interview or discuss detailed information frequently involving customers' or citizens' problems or complaints.


Planning and Scheduling:

A relatively significant part of the job is planning and scheduling activities for others and self.


Difficulty of Work:

Work involves moderately complex, relatively standardized tasks, processes, and operations following established laws and procedures.


Effects of work errors:

Errors may cause delays in work and losses of expenditures for materials and/or equipment or unjustified work time.


Supervise or management Responsibilities:

Supervises streets/buildings foreman, skilled mechanic, environmental maintenance, and sanitation foreman, and manages contracted workers. Reports to the public works director. In the absence of the director, this position will be authorized to make decisions critical to the function of the public works department. If the director is on long-term leave for any reason, the public works supervisor will be required to have major purchases authorized by the Town Manager.

Work is performed in an indoor and outdoor field environment. Travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions.

Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movements in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; to verbally communicate to exchange information.


Vision:

See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.


Working Conditions:

On average, 30% standing, 30% walking, and 40% sitting, approximately 40 to 60 lb. may require lifting.
