The Project Manager, Organization Risk & Performanceserves in the General Manager’s Office of Performance & Accountability (GMOPA) and is a business strategy and performance-focused role, not an IT project management position. This role centers on advancing enterprise risk management, organizational performance, and accountability initiatives. The Project Manager plays a key role in supporting the Enterprise Risk Management (ERM) program by identifying enterprise-level risks, implementing mitigation strategies, and ensuring alignment with the organization’s overall risk framework. A critical component of this role is ensuring robust risk management and audit processes to maintain compliance, mitigate potential issues, and strengthen operational effectiveness.
The Project Manager, Organization Risk & Performance will conduct independent reviews and assessments to identify risks, performance gaps, and ensure adherence to regulatory standards. This role also involves leading and managing key initiatives that enhance organizational performance, drive accountability, and improve service delivery. The Project Manager will coordinate cross-functional teams, ensure alignment with strategic goals, and deliver measurable outcomes. They will develop initiative plans, track progress, perform benchmarking and data analysis, and facilitate stakeholder engagement to ensure successful execution. Additionally, this position requires the ability to compile, develop, and deliver high-quality presentations that communicate findings, recommendations, and progress updates to senior leadership and other stakeholders.
- Support the Enterprise Risk Management (ERM) program by identifying and addressing enterprise-wide risks.
- Lead the planning, execution, monitoring, and completion of key initiatives and projects.
- Develop project plans, including scope, objectives, timelines, budgets, and resource allocation.
- Ensure projects align with organizational strategic goals and performance improvement initiatives.
- Monitor project performance using key performance indicators (KPIs) and other evaluation metrics.
- Perform data analysis to assess trends, measure impact, and support decision-making.
- Facilitate collaboration across departments to drive project success.
- Identify, assess, and mitigate project risks and issues.
- Conduct independent reviews to evaluate project effectiveness and adherence to standards.
- Communicate project status, challenges, and outcomes to leadership and stakeholders.
- Ensure compliance with relevant policies, procedures, and best practices.
- Foster a culture of accountability, continuous improvement, and data-driven decision-making.
- Conduct post-project evaluations to measure success and identify areas for improvement.
- Integrate risk management practices into project planning and execution.
- Conduct audits, independent reviews, and assessments to identify gaps and ensure compliance with regulatory standards.
- Provide expertise in risk assessment, mitigation strategies, and audit best practices.
- Provides support in the development, implementation, facilitation and review of WSSC Water’s strategic priorities.
- Assists with conducting special program evaluations and cost-benefit assessments of various organizational sections within WSSC Water functions at the direction of the Division Manager.
- Coordinates with staff from all WSSC Water departments to provide assets to key data and reporting systems, and facilitate the development of analytics, dashboards, and other data reporting tools.
- Represents Division Manager, GMOPA at meetings, as requested.
- Assists in managing professional services contracts in support of GMOPA.
- Trains GMOPA analysts on data collection, analysis, process improvement, and/or project management. - Performs other related duties as assigned.
- Strong knowledge of project management methodologies and tools (e.g., Agile, Scrum, Waterfall).
- Experience with data analysis, performance measurement, and reporting.
- Exceptional communication, problem-solving, and stakeholder management skills.
- Ability to manage multiple projects simultaneously in a fast-paced environment.
- Experience working in government, non-profit, or public sector environments is a plus.
- Strong written and verbal communication skills including the ability to communicate complex analysis to a non-technical audience;
- Ability to gather, compile and analyze research data in a variety of formats;
- Ability to respond to information requests quickly and on short notice;

- Bachelor’s degree and 7+ years’ experience in project management, performance management, risk management, or audit-related fields.
- High school diploma (or equivalent) and 11+ years’ experience in project management, performance management, risk management, or audit-related fields.
