Position Overview
We are seeking a results-driven Construction Project Manager/Estimator to oversee the full lifecycle of underground utility construction projects—from estimating and bidding to planning, execution, and closeout. The ideal candidate will be experienced in underground utilities, sitework, and grading projects, and capable of managing budgets, resources, and timelines with precision.
This role requires strong analytical, leadership, and communication skills as you will coordinate with engineers, vendors, subcontractors, and field teams to ensure successful project delivery.
Key Responsibilities
•Collaborate with engineers, architects, and stakeholders to define project specifications and scope
•Prepare detailed estimates, takeoffs, and budgets for sitework, underground utilities, and civil construction projects
•Solicit and negotiate bids from subcontractors and vendors to develop competitive and profitable proposals
•Coordinate permitting, licensing, and inspections with governing agencies
•Determine required labor, equipment, and materials to align with budgetary goals
•Create and manage project schedules, phasing plans, and milestone tracking to ensure deadlines are met
•Manage procurement, inventory, and equipment logistics to avoid delays or shortages
•Oversee on-site operations and communicate regularly with superintendents and field crews
•Monitor project progress, resolve issues, and proactively adjust plans as needed
•Maintain compliance with all safety, quality, and regulatory standards
•Produce and deliver clear, timely progress reports and updates to internal and external stakeholders
•Provide leadership and problem-solving throughout the entire project cycle—from preconstruction through closeout
Qualifications
•Proven experience as a Construction Project Manager or Estimator (8+ years preferred)
•Strong knowledge of underground utilities, grading, site development, and civil construction practices
•In-depth understanding of construction methods, codes, permitting processes, and scheduling
•Familiarity with estimating software, project management tools, and MS Office (Excel, Word, Outlook)
•Excellent communication, negotiation, and interpersonal skills
•Strong organizational and time-management abilities
•Analytical mindset with attention to detail and budget control
•Ability to manage multiple projects and priorities under pressure
•Comfortable leading teams and coordinating across departments
Education & Certifications
•Bachelor’s degree in Construction Management, Civil Engineering, Building Science, or a related field (preferred)
•PMP certification or equivalent project management credential is a plus
•OSHA 30, First Aid/CPR, or other safety-related certifications preferred
•Valid driver’s license with clean driving record required
