The Program Manager provides strategic leadership and hands-on management for a portfolio of complex
electric and gas utilityprojects across the Mid-Atlantic region. This pivotal role ensures that all projects within the program align with PowerRise's strategic objectives and drives client success. The Program Manager is responsible for leading business development efforts within the program, managing resources, mentoring Project Managers, and ensuring overall program health. This is a "player-coach" leadership position that requires the ability to provide high-level strategic oversight while also serving as an acting Project Manager for key initiatives or during transitional periods.
- Direct and oversee a portfolio of complex electric and gas utility projects, ensuring alignment with corporate strategy, client expectations, and contractual obligations.
- Establish program governance and methodologies to ensure consistency and excellence across all projects.
- Serve as an acting Project Manager for specific high-priority projects or as needed to ensure seamless project delivery, demonstrating hands-on leadership.
- Drive program-wide performance, holding project teams accountable for achieving scope, schedule, quality, and safety milestones.
- Actively identify and pursue new opportunities for growth within existing client accounts and the broader program portfolio.
- Build and maintain strong, executive-level relationships with clients, serving as a trusted advisor and strategic partner.
- Support proposal development, providing expert input on strategy, scope, and resource planning to win new work.
- Lead, coach, and professionally develop a team of Project Managers and project support staff, fostering a culture of high performance and continuous improvement.
- Manage all program resources, including the strategic allocation, hiring, development, and day-to-day management of project leadership personnel.
- Ensure project team members clearly understand their roles, responsibilities, and accountabilities.
- Assume overall accountability for the program's financial performance, including managing budgets, cost engineering, and forecasting.
- Champion a "Safety First" culture across the program and ensure compliance with all environmental and regulatory requirements.
- Identify and mitigate program-level risks, interfacing with all stakeholders to resolve complex issues.
- Bachelor's degree from an accredited university in Engineering, Construction Management, Business Administration, or a related field.
- Project Management Professional (PMP) certification is required to be obtained within the first year of employment. Current, active PMP certification is highly preferred.
- Experience:
- A minimum of 10+ years of progressive project management experience, with a significant track record of managing large, complex projects within the electric and/or gas utility industry.- Proven experience in a supervisory or leadership capacity, with responsibility for managing other Project Managers or direct reports.
- Must have in-depth knowledge and hands-on experience with electric T&D/substation systems AND/OR natural gas transmission/distribution systems.
- Experience in a direct business development, account management, or client-facing growth role within the utility services sector.
- Program Management Professional (PgMP) certification.
- Master's Degree (MBA or MS in a relevant field).
- Experience managing programs with budgets exceeding $50M+.- Leadership: Proven ability to lead, inspire, and manage diverse project teams and stakeholders.
- Business Acumen: Strong commercial and financial skills, with an ability to identify business opportunities and manage program profitability.
- Versatility: Demonstrates the flexibility to operate at both a strategic program level and a tactical, hands-on project management level as needed.
- Executive Communication: Superior written and oral communication skills, with the ability to present complex information clearly to clients and senior management.
- Organizational & Strategic Skills: Highly organized, detail-oriented, with the ability to think analytically, apply sound judgment, and solve complex problems.
- Software Proficiency: Proficient in Microsoft Office Suite. Familiarity with project management software (e.g., Primavera P6, MS Project) is expected.
