Position Overview Job Description - Program Manager, Learning Experience & Development
Using deep expertise in adult learning & development (L&D) theory and programs, the Program Manager, Learning Experience & Development meaningfully contributes to the design and advancement of a comprehensive corporate L&D strategy for UNS Energy in support of a highly qualified talent pipeline that grows with the business. Leads and project manages the implementation of learning solutions and strategies. Facilitates practical learning content with various stakeholders across the organization. Partners with the Human Resources, culture teams and stakeholders across the organization to source, build and deliver high quality development programs aligned with business strategy and culture.
Strategy POSITION RELATED RESPONSIBILITIES
- Contributes to the design and advancement of a comprehensive corporate L&D strategy, including idea generation, planning, drafting, documentation, and presentation activities; includes contributing to the creation of a leadership development framework aligned with Company values, Culture of Excellence, leadership competencies, succession and workforce planning programs.
- Develops and implements distinct learning pathways for employee and leader development, ensuring that these pathways are informed by the science of adult learning and provide a variety of learning environments and delivery methods as needed (e.g., live, instructor-led, virtual, hybrid, e-learning and blended learning).
- Executes on-going business needs analysis and leverages enterprise data sources to align learning program recommendations with organizational strategy and business priorities.
- Leads a standardized intake process for learning requests; communicates effective expectations with customers and prioritizes work according to set criteria.
- Builds understanding with key stakeholders about corporate L&D programs, while estimating, tracking and driving return on investment (ROI); partners with HRBP's and key stakeholders to achieve adoption and utilization of programs through effective internal marketing and communication practices.
- Partners with Talent Development leadership to define strategic roadmaps aligned with culture and strategy that mature L&D programs over time, including investments and resources required to maintain effectiveness.
- Curates the learning experience and creates strategic synergies in learning and development solutions that intentionally advance UNS Culture of Excellence, UNS Values and leadership competencies in synergistic ways
- In close partnership with stakeholders, plans, coordinates and provides thought leadership for learning that supports enterprise talent programs across the employee life cycle, in support of business objectives (e.g., employee onboarding through farewell)
- In partnership with HRBP’s, leaders and other stakeholders, designs or sources learning solutions that address performance or workforce-related challenges, as appropriate; guides stakeholders in defining target performance and learning outcomes.
- Ensures alignment of learning programs and solutions with business objectives, talent strategy, organizational culture, and Company values.
- Leverages advanced instructional design skills to identify, evaluate and develop or source learning content that meets or exceeds business needs; partners with in-house instructional designer on design of new programs.
- Leads the development and implementation of learning design and facilitation standards, which are executed by the team; makes recommendations for continuous improvement.
- Creates and executes various project plans (scope, budget, timeline) for development and delivery of custom learning solutions, providing status updates to stakeholders on a regular basis; delivers according to service level agreements.
- Utilizes skills to collaboratively develop, source and deliver modern, engaging, creative learning opportunities suited for a variety of audience types and via various delivery methods (e.g., instructor-led, web-based, e-learning, peer learning and on-the-job learning application).
- Operates as a center of expertise to enable HRBP’s and other internal stakeholders to builda diverse community of learning facilitators across the organization; works with the Talent Development Manager to establish and oversee the program and processes to train and support the community.
- Ensures that all learning pathways are administered uniformly, effectively, and in harmony with UNS values and culture; focus on growing mindsets and behaviors which advance employee capabilities and support the organization’s desired culture.
- Leads the development of learning management system governance policies and systems; partners with the HR Systems & Analytics team to conduct audits and create reports for leadership review. Integrates metrics and data to perform meaningful interpretations that demonstrate effectiveness of learning solutions, shape recommendations, and guide future decisions and investments.
- Provides learning systems support, assisting in the scoping, identification, evaluation, adoption, and integration of key learning technologies for the organization.
- Ensures effective use of the enterprise learning management systems, including leveraging available functionality, maintaining accurate and up-to-date offerings, and preserving data integrity.
- Tracks and reports key metrics designed to measure learning effectiveness, forecast needs, inform future programming or changes, assess risks, and implement best practices.
- Uses data and analytics to make informed decisions and refine learning strategies.
- Stays abreast of available and emerging technologies to enhance effectiveness of learning solutions
- Participates in HR and learning technology/system design, testing, upgrade and/or enhancement.
- Provides key insights to develop and administer the annual budget, offering recommendations for value-adds and cost efficiencies while maintaining delivery of learning objectives and program effectiveness.
- Partners directly on Talent Development initiatives and engages in cross functional HR projects that evolve and mature the HR operating model and advance culture.

- Collaborates with stakeholders and executes the design of a communications and marketing strategy for corporate L&D programs aligned with identified communication principles and culture; designs, drafts and/or oversees development and communication of related materials via the intranet, print content, and other channels.
- Partners with or requests assistance from the HR Solutions Center (HRSC) for transactional support services in alignment with their scope of responsibility.
- Responds to assigned escalated tickets from the HRSC according to service level agreement standards; prioritizes the employee experience and escalates as appropriate.
- Performs personal administrative tasks (e.g., travel arrangements, pro cards, expense reports), calendaring, vendor management, and assigned administrative responsibilities.
- Partners with or requests assistance from the HR Systems & Analytics team for HR systems support, data and reporting needs in alignment with their scope of responsibility.
- Contributes to the design, development, documentation, and continuous improvement of Talent Development and HR processes and procedures; adheres to approved processes and quality standards.
- Leads or assists with Talent Development and HR initiatives, programs/processes and special projects, as assigned.
- This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.
Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)
- Bachelor’s Degree in related field
- 8 – 10 years training design and facilitation and/or organizational development experience or equivalent combination of education and experience.
- Excellent interpersonal and organizational skills with ability to consult with all levels of management about learning and development needs and, drawing from experience, identify solutions to provide for desired outcomes. In this internal consulting function, must demonstrate strong emotional intelligence in all interactions across the Company.
- Knowledge of instructional design methodology and the proven ability to design and deliver creative materials and engaging learning curricula suited for a variety of audience types, including professional and leadership development topics. Must possess the ability to evaluate effectiveness of learning solutions provided. Knowledge of and demonstrated competency in a variety of computer software applications in Microsoft Office Suite (i.e. Word, PPT, Excel, and Outlook).
- Knowledge of or the demonstrated ability to learn e-learning authoring software (e.g., Articulate / Rise360, Adobe Captivate) and hosting software (e.g., PeopleSoft Enterprise Learning Management System).
- Flexible and able to prioritize multiple project assignments or tasks simultaneously, respond to changes, and work comfortably in a rapidly changing environment
- Proven ability to deliver high quality results within project deadlines and demonstrated follow-through on action plans and projects.
- Must have excellent written and oral communications skills and the ability to work independently and collaboratively within and across the organization, to fulfill needs and requests.
