8/12/2025 - 10/7/2025. NATURE OF WORKThe employee performs professional engineering work associated with the planning, design, and construction of water and wastewater system infrastructure.
This position involves engineering work associated with subdivision and commercial development, water distribution and sewer collection system projects, water and wastewater facilities expansion and operation, and various other technical projects. The work assignments are broad in scope and require the use of sound judgment in making independent technical decisions. The position requires superior human relations skills and technical writing skills.
Reports to the Chief Engineer.
__________________________________________________________________________ ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Reviews plans submitted by Professional Engineers for water and sanitary sewer improvements to serve new subdivisions and commercial developments.
Designs and manages construction of water distribution system and sanitary sewer collection system projects.
Acquires easements for proposed water and sewer main extension projects.
Reviews water and wastewater master plans for residential subdivisions.
Designs and manages construction of trenchless sanitary sewer rehabilitation projects including Cured in Place Pipe and pipe bursting.
Designs and manages construction of infrastructure replacement projects in developed neighborhoods.
Manages repair activities associated with failures of existing infrastructure.
Acquires and enforces permits with outside agencies such as ALDOT, ADEM, and CSX Railroads.
Reviews pump station plans and specifications.
Develops and implements cost allocation methods for large-scale projects.
Implements the Board's Manual of Practice for Pump Station and Gravity Interceptor Planning, Design, and Installation to provide sanitary sewer service to regional areas.
Research new products and technologies for use in specific projects or for incorporation into Engineering Design Manual.
Maintains, updates, and revises Board's Engineering Design Manual to keep documents up to date with new technologies and standards or as otherwise necessary.
Engages in conceptual design, design, and construction management activities of large-scale projects designed by Board's engineering consulting firm.
Manages Cross Connection and Backflow Prevention program.
Maintains, updates, and revises Board's Rules and Regulations as approved by the Board.
Prepares technical specifications for purchase contracts.
Prepares technical specifications and annual contracts for outsourced work.
Provides engineering support for operations activities in the Water Production Department, Water Pollution Control Department, and the Maintenance Department.
Prepares internal and external reports as required.
Performs related work as required.

Requirements Of Work
Thorough knowledge of the principles and practices of civil engineering, particularly as applied to the design, construction, and maintenance of municipal water and sewer projects.
Ability to prepare and interpret engineering plans and specifications.
Ability to prepare contract documents for construction projects, purchases, or as otherwise needed.
Superior technical writing skills.
Ability to perform technical research and to give reliable advice on difficult engineering problems.
Ability to organize engineering data and to present findings and recommendations clearly.
Ability to establish and maintain effective working relationships with engineers, contractors, and the public.
Ability to follow complex oral and written instructions.
Ability to work under the pressure of deadlines, constant inquiries, and other work-related duties.
Knowledge and use of various technical Engineering computer software packages such as GIS, CAD, pump selection software, restraint calculators, etc.
Ability to plan and supervise the work of other employees.
__________________________________________________________________________ Required Training And Experience
Alabama Professional Engineering license.
Bachelor of Science in Civil Engineering or Bachelor of Civil Engineering degree from a four-year engineering program approved by the Accreditation Board for Engineering and Technology (ABET).
Four years of water and sanitary sewer engineering experience.
Valid current driver's license and be insurable by the Board's insurance carrier.
__________________________________________________________________________ Desired Training And Experience
Considerable experience in the practice of civil engineering, including experience in municipal public works engineering.
Proficiency in GIS, CAD, word processing, and spreadsheet software packages.
__________________________________________________________________________ Physical Abilities
Ability to remove manhole covers and other similar covers to open, and climb in and out of sanitary sewer manholes, wet wells, tanks, and other confined spaces for inspections purposes.
Ability to traverse long distances on project sites with surveying equipment, or as otherwise necessary on paved or unimproved, uneven surfaces in ambient weather.
Ability to do sedentary work, view a computer screen monitor, type, and enter data into a personal computer or laptop for extended periods.
__________________________________________________________________________ WORK ENVIRONMENT
Most of this work will be performed in a professional office setting. Work will also be performed on various construction sites and other outdoor settings. Work will occur both during normal work hours and periodically after normal business hours during emergency situations or otherwise as required.
