Summary: The Process Safety Engineer oversees the health, safety, environmental (HSE) and transportation compliance activities for the Company by providing technical, operational, and HSE regulatory guidance across our operations. This role ensures the safe handling, transportation, and distribution of compressed gas (CNG, RNG, Hydrogen, and Helium) within a mobile pipeline system. The position is based primarily in Houston, Texas but will require regular travel to other Certarus and client locations in the US and Canada. This position reports directly to the VP of HSE.
Schedule: This position holds normal business hours with on-call responsibilities, with 25%-50% travel expected to support operations.
Duties & Responsibilities
•Expert knowledge of state/provincial and federal regulations, standards, and laws as applicable to geographic areas within North America.
•Ensure compliance with relevant safety regulations (e.g., OSHA, DOT, NFPA, API) and industry best practices.
•Conduct risk assessments, consequence analysis, fire protection, risk analysis (LOPA, Event Tree Analysis, Fault Tree Analysis) and risk discovery (HAZOP or similar) to identify potential hazards in existing and new facilities, equipment, and processes.
•Lead comprehensive Process Hazard Analyses (PHA) and conduct in-depth risk assessments for Compressed Gas transportation operations, identifying potential hazards, assessing risks, and recommending mitigation strategies.
•Develop and implement safety management systems, including emergency response plans and safe work practices.
•Support Safety in Design and Management of Change evaluations for projects and facilities.
•Support regulatory requirements and implement procedures to meet Process Safety Management (PSM) - OSHA Standard.
•Ensure field employees understand and comply with all regulatory requirements and Company safety practices.
•Perform compliance audits of facilities and customer sites.
•Provide oversight and conduct audits for Pre-Startup Safety Reviews (PSSR).
•Assist with conducting all site inspections required or initiated by regulatory agency representatives.
•Perform routine inspections of equipment and environmental conditions to verify continuous compliance.
•Assist and mentor field supervisory personnel with incident investigations, determining causes, and preparing detailed and accurate analysis reports.
•Monitor and analyze safety performance metrics, investigating incidents and near-misses to drive continuous improvement.
•Liaise with client and contractor representatives promoting the Certarus HSE programs and Core Values.
•Liaise with regulators to promote proactive communication and cooperation.
•Support Certarus organizational levels in adhering to positional HSE responsibilities.
•Work closely with Engineering and Operations Managers on design reviews, implementation and maintenance of equipment, processes and other initiatives.
•Collaborate closely with the Engineering team to obtain expert technical guidance on maintaining and operating Compressed Gas transport equipment, including tube trailers, compressors, and pressure-reducing stations, ensuring optimal performance, safety, and compliance with industry standards.
•Promote and drive a proactive and positive HSE culture within Certarus.
Requirements
•Minimum of 10 years of experience in an HSE or engineering role.
•A bachelor’s degree in Environmental, Chemical, Mechanical, or Process Engineering (or a related field) or an equivalent combination of education and Occupational Health, Safety & Environmental experience.
•Professional certification in HSE or Engineering is an advantage.
•Strong knowledge of US & Canadian Occupational Health & Safety regulations.
•Strong knowledge of US & Canadian Transportation regulations (PHMSA, Transportation of Dangerous Goods and FMCSA).
•Experience in process safety engineering, preferably in gas transportation, oil & gas, or similar industries.
•In-depth expertise in safety regulations, hazard analysis techniques, and risk management principles, with a proven track record of ensuring compliance and mitigating risks in high-stakes environments.
•Prior experience supporting upstream/midstream energy services and/or production operations strongly desired.
•Prior experience in developing policies, practices, and governance of internal HSE Management systems is an advantage.
•Demonstrated ability to foster relationships/partnerships with internal and external stakeholders.
•Excellent communication skills for audiences across regionally diverse areas.
•Proficient in managing and maintaining pressure systems and gas compression equipment, with in-depth knowledge of their operational principles and safety protocols.
•Proficient with Microsoft 365 Suite, with strong MS Excel skills.
•Valid passport with the ability to travel within Canada and the United States.
