Position Overview:
We seek a knowledgeable and detail-oriented Prevailing Wage Manager to oversee and manage compliance with all federal, state, and local prevailing wage requirements in the abatement industry. This role is essential to ensure that our projects across California remain fully compliant with the California Labor Code, DIR (Department of Industrial Relations) regulations, Davis-Bacon Act, and other applicable wage determination laws.
Key Responsibilities:
•Interpret and apply prevailing wage laws, including California’s Public Works requirements and federal Davis-Bacon regulations
•Manage certified payroll processes for all abatement projects; review and submit required documentation to ensure full compliance
•Work closely with project managers, estimators, and HR to ensure proper job classification and wage determinations for each project
•Serve as the company’s subject matter expert on prevailing wage compliance; advise senior management on risk mitigation and labor costs
•Oversee audit readiness and represent the company in any DIR, DOL, or third-party audits or inquiries
•Train and guide field supervisors and subcontractors on prevailing wage rules and reporting procedures
•Ensure timely and accurate preparation, submission, and retention of Certified Payroll Reports (CPRs)
•Maintain comprehensive documentation and records for compliance verification, including apprenticeship ratios, fringe benefit documentation, and wage restitution
•Monitor project labor compliance requirements, including DIR registration, labor compliance programs (LCPs), and related reporting portals (e.g., LCPtracker)
•During the estimating process, must be able to read prevailing wage job contracts to review performance and/ or bid bond requirements and advise offices/ managers/ sales
Qualifications:
•Bachelor’s degree in Business, Labor Relations, Construction Management, or a related field (or equivalent experience)
•Minimum 3 years of experience in the prevailing wage environmental or construction sectors
•Strong knowledge of California’s Labor Code, DIR regulations, and federal Davis-Bacon requirements. MUST get quickly educated on any Alliance locations
•Proficient with certified payroll platforms
•Exceptional attention to detail and organizational skills
•Ability to communicate technical information clearly to field and office personnel
•Experience working with union and non-union labor environments is a plus
•Valid driver’s license and willingness to travel to job sites as needed
Preferred Qualifications:
•Experience in the asbestos, lead, or mold abatement industries
•Familiarity with apprenticeship programs and workforce development standards
•Previous experience dealing with public agencies, municipalities, and general contractors on labor compliance issues
