Under the general direction of the Digital & Technology (D&T) Portfolio Management Lead, the Portfolio Optimization and Controls
Officer is responsible for planning, monitoring and measuring performance of the Digital & Technology Business Unit's technology
portfolio. This role collaborates with other groups across D&T including Business Partners, D&T Portfolio Steering Group, Workforce
Management, and others to generate analysis that will support alignment of portfolio to business strategy, D&T capacity, and
prioritization of demand.
Key to success is the ability to analyze, track, and develop reporting on technology investments including projects, products,
initiatives, and run/maintenance work and guide decision-making for prioritization and optimization. Success requires collaboration
and precision in analyzing and communicating value realization trends. This role will support development of a framework/process to
determine earned value at the end of an initiative, to assess value realization.
- Creates visibility into the D&T technology portfolio, highlighting areas struggling with scope, schedule, resources, or budget
and assesses added value to make recommendations to the portfolio governance team to continue, pause or stop initiatives.
- Act as a specialized resource in the business unit, providing technical advice and guidance on a range of portfolio control and
- Facilitates high level resource and budget availability discussions within the Value Management Office teams on new
demands which will contribute to the sequencing of potential investments into the D&T technology portfolio.
- Develops and presents recommendations to Portfolio Steering Group, in collaboration with D&T Business Partners and
Workforce Management, on initiatives to move into planning and delivery stages based on prioritization results and capacity
considerations to effectively sequence items into D&T's technology portfolio.
- Proactively identifies and resolves problems in portfolio items moving through the lifecycle; develops and evaluates options
- Documents portfolio management processes and support change management for processes that are established.
- Contributes to the development, management, and optimization of portfolio management methodologies and disciplines.
- Identifies cross-portfolio dependencies and critical paths, and aids stakeholders in managing them.
- Analyzes portfolio-level data to identify trends, assess overall risk profile, and surface key leading and lagging indicators to
- Establish and monitor key performance indicators (KPIs) to measure the success and impact of portfolio initiatives.
- Identify opportunities for process improvements within the portfolio management framework and implement best practices to

- A four-year degree in a relevant discipline from an institute of recognized standing, plus five years of directly related
OR
- A two-year diploma in a relevant field from an institute of recognized standing, plus seven years of directly related experience;
- Equivalent combination of education and experience.
- Strong interpersonal and communication skills and the ability to interact effectively with all levels of staff.
- Strong ability to facilitate and influence others.
- Knowledge of best practices with respect to project controls as well as cost and scheduling.
- Demonstrated experience in developing successful working relationships with internal and external stakeholders.
- Project Management Professional (PMP) designation would be considered an asset.
- A high degree of initiative and an ability to work both independently and in a team environment.
- Experience working with Portfolio management tools (like Planview, Clarity PPM, ServiceNow, Jira, Microsoft Project Online)
- Proven experience performing data analysis and visualization using Excel, Power BI or Tableau.
- Knowledge of Agile, SAFe, and Waterfall methodologies would be considered an asset.
Starting salary will be commensurate with qualifications and experience. The range for the classification is $43.35-$59.82 Hourly,
$83,070.78-$114,625.68 Annually.
