JOB SCOPE/DIMENSIONS
Reporting to the Director of Operations, the incumbent holds overall responsibility for all material activities at the Penhorwood site, including open pit mining operation, mill operations, tailings management facility (TMF) construction/operation/maintenance, and management of associated environmental portfolio.
KEY TASKS AND RESPONSIBILITIES
Role Management:
•Leads, collaborates, and manages Penhorwood Mine and Mill activities for safe, efficient, and profitable operations. This includes providing services in mine planning, milling operations, environmental compliance, tailings and wastewater management, engineering activities, dam construction projects, TMF operations & maintenance, and continuous improvement.
•Responsible for safety of location employees, contractors, vendors, and visitors, as well as ensures compliance with Ministry of Labor and Magris Talc safety regulations, policies, and procedures.
•Works directly with local management teams, consultants, and contractors to develop, implement, and enforce mining, milling and environmental strategies for an efficient, sustainable, and responsible operation.
•Ensures optimization of resources, regulatory compliance, community, and fair labor relations.
•Directs subordinates and their designated teams to ensure professional development, management of performance according to established objectives and responsibilities, coordination of location goals with Company strategic plans, and delegation of authority as required.
•Develops and maintains budgets for Mining, Milling, Tailings and Wastewater management projects.
•Provides advice, resources and assistance to the operations and contractors in the interpretation of company mining, milling and environmental systems, policies, regulations, and procedures.
•Maintains courteous, professional relationships with company line and staff functions, outside contractors, customers, and government agencies.
•Represents the Company at municipal, provincial, and federal regulatory agencies, and communities of interest meetings, when required. Responds to internal and external concerns.
•Supports incident investigations to resolve issues, concerns, and continuous improvement. Mine Management:
•Coordinates a comprehensive mining and environmental strategy that supports both the Penhorwood and Timmins milling operations. This entails overseeing an ore control program that involves identification, planning and stockpiling of ore that satisfies production and quality control requirements.
•Ensures resourcing is in place to support mining operations which may include additional internal shared support, contractors, and/or consultants.
•Aligns and standardizes reporting processes, formats, and methodologies in accordance with Magris Talc guidelines for short, mid, and long-range mine plans, reconciliations on ore recovery and demand, financials, and budgeting.
•Works with Mine Planning Manager to optimize Life of Mine, Infill Drilling, Block Modelling, Ore Characterization and supports the continuity of mine plans based on execution of short-range plans.
•Supports and implements optimization of various mining features to ensure safety, efficiency, and long-term applicability of haulage roads and ramps, infrastructure such as power, tailings and water management, waste rock disposal facilities and highwalls & pit shells (phasing).
•Supports the sustainable development of deposits through focus on ore recovery, quality control & utilization.
•Oversee the development, implementation, and coordination of mine closure activities. Environmental Management:
•Ensures that all permits, compliance evaluations, and other required documentation for both the Penhorwood Mine, current and future tailings facilities and regulatory agencies are developed, up-to-date and executed accordingly.
•Oversees and directs subordinates, contractors and consultants in tailings and wastewater monitoring and compliance programs, site inspections and ensures policies and procedures are followed.
•Oversees, and may investigate, incidents to ensure proper compliance.
•Interacts with regulators to facilitate permit compliance and changes as needed by overseeing minor revision/amendment and major amendment applications.
•Supports tailings, clarification pond designs and water treatment plan, implements strategies and manages the construction of adequate tailings facilities over time.
•Works on the long-term vision with the Senior Management team and external consultants to develop the optimal strategy for water and tailings management for the Penhorwood site. Mill Management:
•Directs and coordinates activities of the Penhorwood mill and production requirements for safe, clean, efficient, quality, and profitable operations.
•Oversees the production processes of talc products needed to meet customer requirements.
•Confers with management personnel to establish safety, production, and quality standards.
•Develops budget and cost controls.
•Applies knowledge of milling processes to resolve problems.
•Plans and directs production activities in keeping with effective operation and cost factors.
•Consults with staff, as appropriate, to set location objectives, resolve problems, lower costs, and improve location performance in quality, safety, and/or productivity.
•Assists with management of process optimization and capital projects at the location to ensure the development and implementation of cost-effective programs and plans.
•Communicates and presents monthly plant performance reviews to senior management team.
•Supports and assists with process optimization and capital projects and ensures cost effective implementation.
OTHER IMPORTANT FUNCTIONS
•Supports the development and implementation of operational and corporate continuous improvement projects.
•Applies knowledge of mining and milling operations and/or engineering principles to help investigate improvement ideas and resolve problem areas.
•Supports the benchmarking processes between Magris Talc mines and mills to share challenges, lessons learned & best practices.
•Prepares business case justification and development of site Authorization For Expenditure (AFE).
JOB SPECIFICATIONS Education and Experience requirements:
•5 to 10 years' experience in the mining industry is preferred.
•Degree in Mining Engineering with secondary Environmental Engineering or equivalent experience is preferred.
•Supervisory or management knowledge in mining, milling and tailings operations.
•Contractor Management Experience
•Preferred experience related to dam design, construction, operations, and/or closure of a tailings storage facility.
•Preferred experience related to water management and regulatory compliance.
•Cross-functional team building experience and Organizational Effectiveness.
•Knowledge of computer-based systems such as Microsoft Office and Excel. Knowledge, skills, abilities, and other characteristics:
