Overview:
The Payroll Compliance Manager will provide dedicated leadership and expertise in navigating the complex landscape of federal, state, and local tax regulations, FLSA, union agreements, and prevailing wage laws. This role provides expert leadership in payroll tax administration, audits (including jurisdictional accuracy), regulatory reporting (including the Bureau of Labor Statistic), and will be critical in leading the resolution of any existing payroll tax compliance issues and ensuring ongoing compliance across all payroll systems. This role will also establish and oversee reconciliation and balancing processes for accurate quarter-end tax filings and W-2s.

Responsibilities:
•Lead and manage all aspects of payroll tax compliance at the federal, state, and local levels, ensuring accurate and timely filings, reconciliations, and responses to tax agency inquiries.
•Ensure compliance with all regulations across UKG Pro and Kronos, and establish and oversee reconciliation and balancing processes for accurate quarter-end filings and W-2s.
•Lead the identification, analysis, and resolution of any existing payroll tax compliance discrepancies, developing and executing corrective action plans.
•Mitigate significant financial and legal risks associated with payroll tax and regulatory non-compliance.
•Manage relationships with tax authorities and external advisors.
•Establish robust internal controls and processes to maintain ongoing regulatory adherence.
•Monitor legislative and regulatory changes affecting payroll taxation and implement necessary updates to systems and processes.
•Partner with external auditors and agencies during payroll tax audits, including audits focused on the correct tax jurisdiction for employees.
•Interpret and apply FLSA regulations, ensuring correct employee classifications (exempt vs. non-exempt), overtime calculations, and recordkeeping.
•Conduct regular audits to verify wage and hour compliance.
•Ensure payroll practices adhere to the specific terms of collective bargaining agreements, including wage rates, benefit deductions, and pay differentials, ensuring correct setup in UKG Pro and Kronos.
•Collaborate with labor relations and HR teams to integrate updates to union contracts into payroll systems.
•Manage compliance with prevailing wage requirements for eligible work, ensuring accurate rate calculations and system configuration in UKG Pro and Kronos.
•Prepare certified payroll reports and maintain documentation to support wage determinations.
•Prepare and submit required payroll-related reports, including Multiple Worksite Reports (MWR) and Bureau of Labor Statistics (BLS) reports.
•Provide leadership on all payroll and tax initiatives.
•Drive process improvements to enhance accuracy, compliance, and efficiency.
•Serve as the organization’s primary point of contact for payroll tax and regulatory inquiries.

Qualifications:
Education / Training
•Bachelor's degree in Accounting, Finance, Business Administration, or related field or equivalent work experience.
•Certified Payroll Professional (CPP), preferred.
Work Experience / Skills
•5+ years progressive experience in payroll compliance or any relevant experience, with a strong emphasis on multi-state payroll tax and regulatory requirements.
•In-depth and demonstrable expertise in federal, state, and local tax laws.
•Strong understanding of the Fair Labor Standards Act (FLSA) and wage/hour compliance.
•Experience with prevailing wage laws and certified payroll reporting.
•Familiarity with union contracts and collectively bargained wage and benefit rules.
•Proficiency in payroll systems (e.g., UKG Pro, Kronos) and their impact on compliance.
•Advanced analytical and problem-solving skills, with a focus on identifying and resolving complex tax compliance issues.
•Strong attention to detail and accuracy.
•Excellent communication and interpersonal skills, with the ability to explain complex regulations clearly.
•Ability to manage confidential and sensitive information.
•Strong project management and organizational skills.
•Ability to understand and follow all company policies and procedures and all applicable State and Federal laws.
•Ability to use typical business tools including E-Mail, Word, Excel, Inventory Database, etc.
