Job Description Primary Purpose
We are seeking a detail-oriented and technically proficient Instrument and Controls (I&C) Engineer to support the safe, reliable, and efficient operation of the Port Arthur LNG Facility. This role is responsible for providing technical expertise across all instrumentation, control systems, fire and gas detection, and telecommunications infrastructure. The I&C Engineer will play a key role during commissioning, startup, and the Operate Phase, ensuring that systems perform as designed and are maintained throughout their lifecycle.
The ideal candidate will bring experience from complex industrial environments and demonstrate a strong understanding of control system architecture, instrumentation reliability, and lifecycle management. A core focus of this role is to support the development of equipment strategies, manage system obsolescence, and collaborate with vendors to ensure long-term system integrity and performance.
Duties And Responsibilities
- Provide technical assurance for instrumentation, control systems (DCS, SIS, PLC), fire and gas, and telecom systems, ensuring compliance with industry standards and project specifications.
- Review EPC contractor deliverables and provide recommendations to ensure systems are safe, fit-for-purpose, and aligned with operational needs.
- Actively support commissioning, startup, and Ready for Operations (RFO) activities.
- Monitor and troubleshoot field instrumentation and control systems to ensure optimal performance during the Operate Phase.
- Develop and maintain equipment strategies that incorporate SIL assessments, regulatory requirements, and manufacturer recommendations.
- Support studies to improve system reliability, operability, process safety, and production capacity.
- Execute lifecycle management programs for control systems and safety instrumented systems, including inventory tracking, obsolescence planning, spare parts management, and upgrade scheduling.
- Plan and support maintenance and testing activities, including software upgrades, ESD testing, and both online and offline system testing.
- Review and update I&C documentation, including P&IDs, cause and effect diagrams, and control narratives.
- Provide technical support to the Maintenance Team post-commissioning and during steady-state operations.
- Collaborate with vendors and contractors to manage technical aspects of I&C systems and ensure effective asset management.
- Assist in training and development of technicians and electricians to support safe and effective operations.
Requirements
Qualifications EducationBachelor’s degree in Electrical, Instrumentation, or Control Systems Engineering or a related field. Required
Experience
- 5+ years of experience in instrumentation and control systems within industrial or energy infrastructure environments. Required
- Strong knowledge of DCS, SIS, PLC systems, and field instrumentation. Required
- Familiarity with SIL assessments, control system lifecycle management, and industry standards. Required
- Excellent troubleshooting, communication, and collaboration skills. Required
- LNG or large-scale energy project experience is highly desirable. Required
- Experience with Emerson DeltaV, Honeywell, or similar control systems. Preferred
- Knowledge of cybersecurity best practices for control systems. Preferred
- Professional certification in instrumentation or control systems engineering. Preferred
Skills And Abilities
Strong knowledge related to I&C and Safety Systems used in large-scale facilities. Deep knowledge in operations, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS, Anti-surge systems, gas measurement, in-line instrumentation, control valves and ESDVs,
Comprehensive knowledge and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects.
Must possess a strong knowledge of the codes and standards used in the LNG industry such as API, BS, ISO, ASME, ANSI, IEC, ISA. Strong knowledge of ANSI/ISA-18.2, Management of Alarm Systems for the Process Industries, strong knowledge of ISA/IEC 61511 Safety Instrumented Systems.
Basic Knowledge in Gas Chromatographs, CEMS and Gas Metering Stations.
Strong knowledge of valve sizing and actuator sizing calculations.
Licenses and Certifications
Transportation Worker Identification Credentials (TWIC) - Required

Must have the ability to maintain multiple assignments with various deadlines and responsibility levels concurrently.
