Under the supervision of Supervisor-OT Cybersecurity or designee, attends to all aspects of the OT communications network(s). Maintains and performs upgrades to system hardware, software, and networking equipment. Supervises and trains personnel involved in all network communications equipment from the field to the SCADA system. Supplies after-hours support for operations as needed. Shares responsibility for analyzing, designing, configuring, installing, and maintaining systems infrastructure to achieve reliable and consistent system performance with respective system owners.
1. Assists in implementing, maintaining, and supporting the SCADA networks used to monitor and control facilities on the transmission and distribution systems.
2. Assists Operations personnel in repairing, troubleshooting, and/or installing equipment relative to communications-based computer systems and processes.
3. Assists Operations personnel with restoration efforts concerning communications outages.
4. Assists in developing plans for network growth, including the recommendation of new equipment, technologies, and software.
5. Assists Operations personnel with the application of vendor service bulletins, firmware updates, etc., for both network security and feature enhancements.
6. Researches and aids in the development of configuration, testing, and commissioning process documents related to network communications equipment and software.
7. Communicates problems and recommends solutions to management.
8. Responds to after-hours emergency calls when communications systems are not operating correctly.
9. Responsible for daily monitoring of security gateway, multiplexer, intrusion detection systems, configuration repositories and various other network and system equipment logs.
10. Works with operations and engineering to keep graphical information and schematics current and representative of actual processes.
11. Stays abreast of current cybersecurity and physical security requirements for networking equipment and components, including associated hardware and software.
12. Serves as a subject matter expert (SME) regarding NERC/CIP compliance and assists with all applicable record-keeping. Works with various stakeholders including Electric T&D, Power Generation, IT, Metering, System Planning, and various other departments in support of this classification.
13. Records and documents all pertinent data for DCS, PLC and SCADA system networks and functions as an information steward on behalf of Substation /Power Generation Operations and Engineering.
14. Assists in the maintenance and management of configuration backups for critical communications devices.
15. Assists in the maintenance and management of private and public IP address records for power generation and substation network devices.
16. Assists in the requisition, configuration, and installation of Ethernet switches, routers, firewalls, and various other communications equipment and software.
17. Provides technical support and training to/for Operations personnel.
18. Serves as a liaison between O perations, EMS, and IT concerning hardware/software interoperability issues.
19. Interfaces with vendor service reps for diagnostic problem solving on computer/vendor hardware and software.
20. Provides budgetary input for the substation/power generation departments regarding computer hardware/software needs, etc.
21. Attends vendor training sessions during the useful life of the equipment.
22. Attends industry conferences, training, or professional group meetings to stay abreast of new trends and products.
23. Performs other related duties as assigned by management.
24. Familiar with job duties of Substation Electricians , Substation Electrical Technicians , and/or EIC Techs .
25. Performs programming of devices for data concentration and logic control.
26. Performs system administration for the OT time keeping system s .
Bachelor’s degree with a major in Computer Information Systems, Computer Science, Telecommunications, or related technical field is required. Exceptional experience and certifications may be considered in lieu of a degree on a year-for-year basis. One year of recent progressive experience with network communications, Ethernet networks, fiber optic communications, DNP3 protocol, and SCADA systems is required. Experience in environments subject to NERC/CIP is preferred. Experience with data analysis, Wireshark, and network troubleshooting tools is required. Experience in network and cyber security is required. A combination of education, operations, or analysis involving computer aided processes, or other related skills may be considered in lieu of the required experience.
Progress toward obtaining industry certifications (Network+, Security+, CCNA, etc.) is preferred. Must have a valid driver’s license (minimum Class F).

- Working knowledge of:
- Serial and Ethernet communication protocols .
- Computer networks, peripheral equipment, system software, personal computers, and communication networks.
- Ethernet routing, VLAN configuration, and network subnets.
- IEC 61131-3 based data concentrators, Distributed Control Systems, and logic controllers.
- Knowledge of OT cybersecurity best practices and frameworks.
- Knowledge of firewall design and configuration.
- Maintain adherence to all company policies.
Typically, sedentary work. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Occasional pushing, pulling, stooping, walking, and lifting. Must be able to lift 50 lbs. Must be able to visually differentiate and identify colors on computer monitor.
Duties are primarily performed in an office environment. At times, will be required to work in the field, in a substation environment, where electrical hazards do exist, and weather conditions can be extreme. Depending on the work environment, will be required to wear PPE. Will require occasional late hours and weekend work.
- Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
- Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
- Must be able to work successfully with diverse groups of people.
