About This Job

The Camarillo Cogeneration Plant is a combined cycle facility located in Camarillo, California, consisting of a 1x1 GE LM2500 PE gas turbine and a Shin Nippon steam turbine, supported by an air-cooled condenser with a generating capacity of 27 megawatts. The facility operates as part of the California Strategic Reliability Reserve through a contract with the California Department of Water Resources. Plant operations are supported by an ABB Industrial IT 800xA control system.


Opportunity Summary

The Operations and Maintenance (O&M) Supervisor plays a key role in setting operational goals, optimizing processes, and ensuring effective communication across the facility. This role includes managing emergency response plans, supervising, and developing staff, and implementing process improvements for maintenance and renovation projects. The O&M Supervisor also oversees all facility operations, ensures compliance with safety and environmental regulations, manages maintenance programs, and collaborates with stakeholders to optimize plant performance.

The O&M Supervisor is responsible for a combined cycle facility that consists of a 1x1 GE LM2500 PE gas turbine and a Shin Nippon steam turbine with an air-cooled condenser, capable of producing 27 MW. The facility currently operates as part of the California Strategic Reliability Reserve under contract with the California Department of Water Resources.

Your scope of responsibility as O&M Supervisor will include the following primary functions:

Oversee the daily activities of operations and maintenance personnel across the facility, ensuring safe, reliable, and efficient performance of the power plant. Monitor system operations, troubleshoot issues, and implement solutions to optimize efficiency and reliability.
Report plant conditions—whether normal, abnormal, or emergency—to plant management, and take corrective action in accordance with established policies or direction.
Coordinate with plant management and staff to plan and oversee preventive, predictive, and corrective maintenance activities, ensuring asset reliability and optimal performance.
Develop and manage budgets for operations and maintenance, ensuring effective cost control, resource allocation, and long-term reliability.
Maintain essential plant logs and records, ensuring accuracy, completeness, and timely updates.
Ensure proper implementation of the plant’s water chemistry program through regular testing, inspections, and maintenance of water treatment systems.
Periodically review and update plant policies and procedures to align with current operational goals and industry best practices.
Promote a positive work environment by addressing employee concerns promptly and effectively.
Ensure compliance with NAES policies, project work rules, and all applicable safety, environmental, and regulatory requirements, including OSHA, NERC, and EPA standards.
Qualify as an Operator to cover shifts as needed, ensuring continuous plant operations and efficiency during absences.
Implement and manage safety programs such as Safe Work Permits, Lockout/Tagout, Confined Space, Hot Work, and Chemical Handling to support a strong culture of safety.
Encourage and support employee training across all plant programs to ensure adequate coverage for continuous and safe operations under all conditions.
Help prepare employees for increased responsibilities and contribute to plantwide succession planning efforts.
Provide cross-training opportunities to build a well-rounded and flexible team.
Integrate safety practices into all job assignments, with a focus on performing work safely and efficiently.
Assist with recruiting, screening, and hiring to maintain a skilled and capable workforce.
Oversee the operation and maintenance of electrical systems and transformers to ensure reliable power distribution.
Conduct inspections, troubleshooting, and maintenance of substation equipment, including high-voltage and low-voltage breakers, with an emphasis on safety and regulatory compliance.
Perform other duties as assigned by plant management.

Effectiveness in carrying out this responsibility is part of the evaluation of each Supervisor’s performance. This includes, but is not limited to, the following functions:

Conduct and support regular safety meetings (at least monthly).
Address safety in all group meetings.
Conduct inspections and observations by establishing a regular inspection process for the work area and a safety observation process for ongoing work.
Lead these activities in accordance with any rules, requirements, or guidance established within your business unit, group, or division.
Involve all NAES teammates in these activities.
Analyze results, write work orders, and provide training and education to eliminate hazards, address at-risk behavior, and meet company regulatory requirements.
Conduct safety observation tours of high-risk activities (e.g., confined space) to verify that employees are following safe practices, company procedures, and OSHA regulations.
Hold one-on-one sessions with direct reports to discuss safety issues, communicate expectations, and coach safe behaviors.
Respond to all safety-related incidents, including injuries, incidents, and near misses; write a report explaining what happened, identify the cause, and recommend corrective actions based on established business unit or division practices. Follow up as necessary to ensure corrective actions are taken.


Working Relationships

The O&M Supervisor reports to the Plant Manager and is responsible for overseeing O&M personnel, ensuring the safe and efficient operation of the plant and its related processes.


Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.


Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.


Work Schedule

The regular work schedule follows a Monday through Friday workweek during standard day shift hours. This position will occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status may also be required. During plant dispatch, 12-hour shifts may be necessary to support continuous operations.

Some travel will be involved to participate in Manager, Owner, User Group, or other offsite meetings.


Compensation

The initial starting compensation will range from $124,800 to $156,000 annually and will include an annual performance bonus.


Job Qualifications

We are looking for a results-oriented supervisor with experience in the operations and maintenance of power generating facilities, coupled with a track record of leadership, career development, and operational success.

A Bachelor of Science degree in engineering, energy management, or a related field is desired. Relevant experience may be considered in lieu of formal education on a year-for-year basis. Professional certifications (e.g., PMP, CMRP, Six Sigma) are a plus.
A minimum of five years of advanced experience in operations and maintenance at a combustion power plant or similar facility is required. Supervisory experience is preferred, demonstrating the ability to lead teams and oversee daily operations while ensuring procedural compliance.
Strong technical knowledge of power plant systems, with a focus on combustion and steam turbines, HRSGs, and overall plant performance. Expertise in combustion turbine technology—including GE LM2500 units—as well as steam turbine operation and maintenance, is essential.
In-depth understanding of safety regulations and industry best practices, with a proven ability to maintain compliance with local, state, and federal requirements and promote a strong safety culture.
Proficiency with Computerized Maintenance Management Systems (CMMS) is required to manage maintenance history, work orders, and inventory, and to support effective planning and execution of maintenance activities.
Ability to analyze equipment failures and maintenance data to determine root causes, implement corrective actions, and improve plant performance while meeting operational objectives.
Experience managing capital improvement projects and planning outages to ensure maintenance and operational goals are aligned with budgetary and strategic priorities.
Experience working in a regulated power market, with an understanding of market operations and compliance requirements.
Familiarity with ABB Industrial IT 800xA operating software is preferred to support plant control optimization and performance management.
Strong verbal and written communication skills to support effective collaboration with management, staff, and contractors, ensuring efficient operations and timely issue resolution.
Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
