Summary


The Administrative Procedure Writer II provides expertise to station organizations in the development, revision, and maintenance of programs, processes, and procedures supporting station maintenance, operations, and programs. Serves as a technical expert for craft or operational area; performs editorial and technical reviews.

Maintains expert knowledge of the stations Administrative Control Program while performing functions supporting the procedure process. Ensures documents comply with current procedure standards, supports the needs of requesting organizations and complies with current administrative controls, Unit Operating Licenses and other regulations and commitments.


Minimum Requirements


Procedure Writer I:

High school diploma/GED plus three (3) years' experience in positions requiring the use of business process skills (i.e. technical writing, writing or defining policies/procedures) in large industry and/or educational environment.

Must become qualified NYR01, Procedure Preparer within three (3) months of assuming position.

Must achieve Procedure Professional Association (PPA) certification within one (1) year of assuming position.



Preferred Special Skills, Knowledge or Qualifications:


Associates degree.


Procedure Professional Association (PPA) certification.


Nuclear experience.


Technical communicator skills.

Experience in preparing descriptive copy using publishing tools and writer guidelines and document verification.


Experience using documentation publishing software.

Good communication skills and demonstrated strong customer service orientation.


Skilled in the use of computers.



Procedure Writer II:

Experience in preparing descriptive copy using authoring tools and writer guidelines and document verification.

Must become qualified NYR01, Procedure Preparer within three (3) months of assuming position.

Must achieve Procedure Professional Association (PPA) certification within one (1) year of assuming position.



Preferred Special Skills, Knowledge or Qualifications:


PPA Writer Certification.


Associates degree.


Nuclear Experience.

Skilled communicator within most organizational levels, superior ownership, and excellent customer service orientation.



Nuclear requirement:

Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.

Any PVNGS employee may be called upon to support a refueling or short-notice outage.

This includes line roles and responsibilities as necessary to execute outage activities.

These are a condition of employment at PVNGS.


Major Accountabilities


1) Supports all Station organizations in the effective management of procedure maintenance ensuring compliance with the Stations' Administrative Control Program and Quality Assurance Program Description, UFSAR, and Technical Specifications. Conveys industry standard practices and human error prevention techniques in procedure writing to station procedure writers and procedure owners.

2) Maintains the Administrative Control Program and procedure process.


3) Performs audits/assessments of Program Areas.

4) Performs cross-discipline reviews of documents from other organizations.

5) Performs Problem Identification and Resolution evaluations and prepares response.

6) Performs programmatic and writer's guide compliance reviews; provides necessary coaching.

7) Maintains open communication with station personnel while observing procedure performance, providing review resolution, and providing feedback.

8) Provides training and qualification support for the station's procedure writers.

9) Supports process improvements by acting as change agent.

10) Supports the corporate Policies, Processes, and Procedures (3P Point) process.

11) Provides technical leadership and training of Administrative Controls Program as well as in the document publishing software.

Flex Role:

This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work, but the ultimate decision is the company's. Employees will have two options to choose from:

APS office based: The employee prefers to work most of the time from an APS facility.

Home based: The employee prefers to work most of the time from his/her home.



Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.


Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
